PM Chinh orders effective reorganization of government apparatus
VOV.VN - The streamlining and reorganization of the Government apparatus must be carried out in a drastic, synchronous, and effective manner, with national interests being put first and foremost, Prime Minister Pham Minh Chinh has emphasized.
PM Chinh chaired the second meeting of the Government Steering Committee in Hanoi on December 12 as part of efforts to review the implementation of Resolution No. 18-NQ/TW issued in 2017 which seeks ways to restructure and streamline the Government apparatus in an effort to make it operate more effectively and efficiently.
The meeting saw the committee discuss tasks, plans, and solutions to renewing and arranging the organizational apparatus model of the Government, ministries, ministerial-level agencies, and agencies under the Government towards streamlining, effective, and efficient operations, meeting requirements, and completing tasks in the new period.
According to the steering committee, ministries, ministerial-level agencies, governmental agencies and other relevant agencies and organizations have basically finalised the planned organizational arrangement towards streamlining effective and efficient operations, thereby meeting the relevant requirements and tasks in the new period.
The Steering Committee has duly issued a plan to guide the arrangement and streamlining of the Government's organizational apparatus. Accordingly, eight ministries and ministerial-level agencies will be maintained; whilst 14 ministries and ministerial-level agencies will be restructured, arranged, and merged. After the arrangement, there will be a total of 13 ministries and four ministerial-level agencies, a decline of five ministries; four agencies under the Government, a fall of four agencies. In addition, the number of internal organisational units at ministries and ministerial-level agencies will be reduced by at least 15% to 20%.
At the meeting, the Steering Committee reviewed the implementation of tasks since the first meeting and tasks for the coming time; considered the Draft General Report on the reorganization of the Government apparatus; the Draft Report of the Government Party Committee on the summary of the implementation of Resolution No. 18-NQ/TW; and the reorganization of the Party organization at ministries, sectors, and agencies under the Government.
Additionally, the Steering Committee considered the submission of the Government Party Committee as it seeks to develop a Decree on the regime and policies for cadres, civil servants, and public employees in the reorganization of the political system; the management of public finance, assets, and public investment projects in the reorganization of the political system; and the reorganization of state-owned.
On that basis, the Steering Committee will complete and submit to the Politburo and the Central Steering Committee a summary of the implementation of Resolution No. 18-NQ/TW.
In conclusion, PM Chinh commended the Ministry of Home Affairs and other ministries and sectors for their determination to carry out the streamlining project. He emphasized that the streamlining of the apparatus must be carried out in a drastic, synchronous, and effective manner, whilst it must put the national interests first and foremost, in accordance with Vietnam's conditions and refer to selected international experience.
The Government leader underlined the need to streamline the apparatus to enable it to operate more effectively and efficiently. Furthermore, digital transformation in state management should be enhanced as part of efforts to eliminate intermediaries, reduce administrative levels, strengthen the grassroots, and combat corruption.
In particular, PM Chinh requested that during the process of restructuring the apparatus, there should be no room for lobbying, personal interests, and the mechanism of asking and giving should be eliminated. Ministries and sectors should focus on ideological work, arranging all units according to the functions of the ministries and sectors, and continuing to perfect the project.
During the meeting, he directed the settlement of some issues related to corporations, companies, and state-owned enterprises.
