Policy recommendations released on legal framework for digital assets
VOV.VN - The 41st Conference and the 2026 policy statement announcement ceremony were held in Ho Chi Minh City on January 12 under the theme “Legal framework for stablecoin digital assets in Asia: A Vietnam focus.”
The event was co-organized by the University of Economics Ho Chi Minh City (UEH) and the the Asian Shadow Financial Regulatory Committee (ASFRC).
Participants noted that this year’s policy statement comes at a time when major financial centers such as the United States and Hong Kong (China) have enacted important legislation on stablecoins, including the GENIUS Act and the Stablecoins Bill.
In Vietnam, with annual remittance inflows of around US$20 billion and the government’s plan to develop an international financial center, the governance of digital assets has become a pressing issue. Vietnam is also a highly open economy, with exports equivalent to more than 200% of GDP.
At the launch ceremony, Associate Professor Dr. Bui Quang Hung, Vice President of UEH, said the university’s co-organization and publication of the policy statement with ASFRC reflects the social responsibility of a key national university. He expressed the hope that the scientific and objective recommendations would serve as a useful reference for lawmakers as they work to refine the legal framework for the digital economy in Vietnam.
Professor Dr. Vo Xuan Vinh, Dean of the Institute of Business Research, said Vietnam is preparing for the development of innovative financial activities. On the institutional front, the Law on Digital Technology Industry 2025 is set to take effect in early 2026.
The government has also issued Resolution No. 05 on piloting a digital asset market, establishing international financial centers in Ho Chi Minh City and Da Nang, and allowing pilot digital asset exchanges.
According to ASFRC, policymakers need to balance two objectives: creating conditions for the development of digital assets while mitigating risks to financial and monetary security. The report also sets out detailed recommendations in this regard.
This is the second time UEH has hosted the event, following the 37th conference.
