PM outlines roadmap to translate Party Action Programme into tangible outcomes

VOV.VN - Prime Minister Pham Minh Chinh has stressed the need to turn the Communist Party of Vietnam’s newly adopted Action Programme into concrete products and measurable results, describing it as a breakthrough step to ensure the effective implementation of the Resolution of the recent 14th National Party Congress.

Presenting a thematic report on the Action Programme implementing the Resolution of the 14th National Party Congress at a nationwide conference in Hanoi on February 7, the Prime Minister outlined its strategic significance, core pillars and key solutions aimed at translating policy decisions into practical outcomes.

He said the 14th National Party Congress marked a new milestone with the adoption, for the first time, of a comprehensive Action Programme designed to accelerate the realisation of the Congress Resolution. The programme seeks to safeguard a peaceful and stable environment, promote rapid and sustainable development, and firmly defend the Socialist Republic of Vietnam.

Key objectives include achieving double-digit economic growth, improving living standards in a comprehensive manner, and successfully realising the country’s two centennial goals, paving the way for Vietnam to enter a new era of prosperity, strength and sustainable development.

The Prime Minister described the Action Programme as an innovative approach that is both strategic and practical, helping shorten implementation time while ensuring feasibility and effectiveness so that people can quickly benefit from the outcomes of the Party Congress.

He noted that the programme translates the Congress Resolution into specific and measurable tasks, comprising 12 major task groups, six priority missions and three strategic breakthroughs. It is accompanied by three annexes detailing 30 key national indicators, 38 sectoral and local indicators, and 272 major tasks, projects and strategic works for the 2026–2030 period, including high-speed rail, urban railways, nuclear power plants, major airports and seaports, national databases and semiconductor manufacturing facilities.

According to the Prime Minister, the Action Programme reflects a shift in mindset and governance approach, placing people at the centre and emphasising the principles of “correct selection, rapid implementation, thorough execution and evaluation based on concrete results.” It also underscores breakthroughs in organisation and implementation, linked to decentralisation, delegation of authority, resource allocation and a real-time digital monitoring and evaluation system.

Outlining the programme’s core contents, the PM highlighted the continued prioritisation of institutional reform as the “breakthrough of breakthroughs,” aimed at transforming governance from administrative control to development facilitation, reducing compliance costs for citizens and businesses, and fostering the digital, green and innovation-driven economy.

Other priorities include establishing a new growth model, restructuring the economy, accelerating industrialisation and modernisation, and developing emerging sectors such as semiconductors, artificial intelligence and renewable energy, alongside competitive services including tourism, finance, health care and logistics.

The programme also places strong emphasis on cultural development, education reform, science and technology, innovation, digital and green transformation, social equity, environmental protection, climate change adaptation, national defence and security, and proactive, comprehensive international integration.

To ensure effective implementation, the Prime Minister called on ministries, sectors and localities to act proactively and decisively, review and complete the legal framework, mobilise and efficiently allocate resources, and strengthen decentralisation alongside accountability and oversight.

He reaffirmed the Government’s commitment to a people-centred development approach, stressing that progress, social equity and environmental protection would not be sacrificed for growth alone.

With strong political determination and coordinated action across the entire political system, the Prime Minister expressed confidence that the Resolution of the 14th National Party Congress would be successfully implemented, ushering Vietnam into a new phase of rapid, sustainable and inclusive development.
