PM calls for more decisive implementation of nuclear power projects
VOV.VN - Prime Minister Pham Minh Chinh on February 12 urged ministries, sectors and localities to step up and act more decisively in implementing Vietnam’s two key nuclear power projects, stressing that all tasks must be carried out with clear responsibilities, timelines and measurable outcomes.
Chairing the fifth meeting of the Steering Committee for the Construction of Nuclear Power Plants, the Prime Minister emphasised that ensuring national energy security is an urgent requirement and a fundamental pillar for socio-economic development, particularly in the context of green and sustainable energy transition. He underlined the need to accelerate the development of power sources, including nuclear energy.
Describing nuclear power plant projects as nationally significant and strategic initiatives with a century-long vision, the government leader requested that all assigned tasks be executed urgently and responsibly within the appropriate authority. Any issues beyond authority or unresolved bottlenecks must be promptly reported to competent authorities for consideration and decision.
Within the next two days, relevant ministries and agencies, under the direct guidance of Deputy Prime Minister Bui Thanh Son, are required to finalise and submit a report to competent authorities on the negotiation results of the intergovernmental agreement with Russia on the construction of the Ninh Thuan 1 Nuclear Power Plant, as well as the implementation status of the Ninh Thuan 2 Nuclear Power Plant project.
The Prime Minister also assigned the Ministry of Science and Technology to continue reviewing and completing systems of standards, technical regulations, procedures and related legal frameworks for nuclear power development.
Khanh Hoa province was instructed to coordinate closely with ministries and agencies to expedite compensation, site clearance and resettlement work within its authority, ensuring the legitimate rights and interests of affected residents. The Prime Minister reminded that living conditions in resettlement areas must be equal to or better than previous residences, while inspection and supervision must be strengthened to prevent corruption, misconduct and waste.
In addition, the Ministry of Foreign Affairs was tasked with working closely with relevant ministries and partners in discussions related to the implementation of the Ninh Thuan 2 project.
According to reports presented at the meeting, ministries, sectors and localities have made notable progress in advancing nuclear power projects. The institutional framework has largely been completed, initial work on site clearance and human resource training has been carried out, and Vietnam and Russia have finalised negotiations and agreed on a draft intergovernmental agreement on cooperation in building the Ninh Thuan 1 Nuclear Power Plant.
The Prime Minister reiterated that all reports submitted to competent authorities must adhere to the principle of “six clarities” - clearly defined personnel, tasks, responsibilities, authority, timelines and results - to ensure effective and accountable implementation.
