PM calls for modern aviation economic zone at Gia Binh International Airport
VOV.VN - Prime Minister Pham Minh Chinh has called for the development of a modern aviation economic zone linked to Gia Binh International Airport, a major infrastructure project currently under construction in Bac Ninh province, northern Vietnam.
During an inspection visit on March 7, the Prime Minister reviewed progress on several key projects related to the airport, including a new road connecting Gia Binh Airport with Hanoi and the Ring Road 4 project of the Hanoi Capital Region passing through Bac Ninh.
The Prime Minister emphasised that the airport should be developed as a dual-use facility, serving both civil aviation and national defence, while also becoming a smart, modern airport integrated with international standards.
According to the Prime Minister, the broader vision for the project goes beyond the airport itself. Authorities plan to develop a comprehensive aviation economic zone, including a next-generation free trade zone (FTZ) designed to promote international trade and investment.
The project is expected to create a new development space for Hanoi, Bac Ninh, and the Red River Delta region, while strengthening regional connectivity with neighbouring countries, including China.
The Gia Binh International Airport project is being implemented in two major phases, with the first phase currently underway.
During the initial stage (2025–2030), the airport is expected to handle around 30 million passengers annually. Construction began in August 2025, with land clearance and site preparation scheduled to be completed by March 2027 to support infrastructure needed for the APEC 2027 Summit.
The project covers approximately 1,844 hectares, with land acquisition currently progressing. Authorities have already recovered and handed over 1,259 hectares, or about 66% of the required land area, while nearly 5,000 graves have been relocated as part of the site clearance process.
Construction is currently focusing on the VIP terminal, along with other key infrastructure such as the air traffic control tower and the runway system.
Once operational, Gia Binh International Airport is expected to become a major aviation logistics hub for northern Vietnam, supporting large-scale cargo transportation for the region’s growing industrial zones.
The project also includes a new road linking the airport with Hanoi, implemented under a public-private partnership (PPP) model. The route will integrate with major railway corridors, including the Lao Cai–Hanoi–Hai Phong railway and the Hanoi–Quang Ninh railway, both of which require complex infrastructure coordination.
Prime Minister Pham Minh Chinh stressed the importance of ensuring construction progress, quality standards, environmental protection, and labor safety, while preventing corruption and waste.
He instructed Bac Ninh to update its development planning with a 100-year vision, to be completed by March 2026.
The government also plans to issue a special resolution to address obstacles related to the airport project and accelerate implementation, building on Resolution No. 03 issued in 2025.
In addition, several major state-owned enterprises have been assigned to support the project’s infrastructure ecosystem. Electricity of Vietnam (EVN) will develop the power supply system for the airport; Vietnam Posts and Telecoms Group (VNPT) will be responsible for telecommunications infrastructure; and Bac Ninh will ensure water supply, landscaping, and construction materials.
The Prime Minister emphasised that all infrastructure linked to the airport must be completed in a synchronised manner, with land clearance for Phase 1 to be finished by April 30, 2026, and Phase 2 by June 30, 2026.
