Party leader requests promptly removing institutional obstacles to development

VOV.VN - Party General Secretary To Lam emphasised the urgent need to review and remove institutional ‘bottlenecks’ hindering the country’s breakthrough development, at the first meeting of the Central Steering Committee for Institutional and Legal Reforms in Hanoi on June 5.

Lam, head of the committee, affirmed that the first meeting holds special significance as it marks the beginning of the implementation of the Party Central Committee’s Resolution No. 66-NQ/TW, dated April 30, 2025, on reforming the process of law-making and law enforcement to meet the country’s development needs in the new era.

He noted that the meeting reflects the Party’s strong political determination to innovate thinking and leadership methods in institutional and legal development. It also ensures the Party’s direct and comprehensive leadership over law-making and law enforcement, aiming to swiftly remove institutional “bottlenecks” and “obstacles” that are hindering the country’s breakthrough development.

In the remaining two quarters of the year, he said, members of the Committee must identify specific tasks to actively monitor, promote, and focus their leadership and direction on implementing the objectives set out in the Committee’s Work Programme and Action Plan.

Accordingly, he asked them to thoroughly implement the Resolution to ensure the Party’s comprehensive leadership in turning its policies and guidelines into legislation. Ministers and heads of agencies must personally lead and take responsibility for the quality of legal policies within their areas of management.

It's noteworthy that the committee’s members must review and resolve overlapping, contradictory, and impractical legal provisions, particularly in critical sectors such as finance, investment, science and technology, innovation, and digital transformation.

It’s important to enhance the effectiveness of law enforcement, by fostering a culture of legal compliance, eliminating the gap between high-level commitment and grassroots-level implementation, and strengthening discipline in legal execution, he stated.

The Party chief also underlines the need to build a capable and responsible legal workforce, and accelerate the application of technology, especially artificial intelligence, in law formulation and execution.

At the meeting, the Steering Committee discussed and approved key documents, including the Committee’s Working Regulations, task assignments for its members, the 2025 Work Programme, a plan to review and resolve legal bottlenecks, and reports related to the amendment of the 2013 Constitution and the implementation of decentralisation and delegation of authority.
