Party chief urges Hanoi to operate as national innovation centre
VOV.VN - Party General Secretary To Lam on January 10 said Hanoi must be positioned and operated not as a large local administrative unit but as a national innovation centre, playing a leading role in shaping new growth models for Vietnam.
Chairing a working session with the Standing Committee of the Hanoi Party Committee on long-term capital planning, revisions to key Politburo resolutions and the Capital Law, the Party leader stressed that the capital’s vision must be aligned with the country’s overall development strategy.
Hanoi is the political and administrative centre of the nation, a place where cultural, intellectual and resource flows converge and radiate, he said, adding it must be operated as a centre for national innovation.
He reminded that the next development phase would require faster, more sustainable and higher-quality growth, warning against continued reliance on existing growth momentum. He called for fundamental changes in development models, governance methods and execution capacity.
The Party chief said revisions to Politburo Resolution No.15-NQ/TW and the 2024 Capital Law were necessary to create a stable, long-term institutional framework tailored to Hanoi’s unique role, enabling the capital to overcome structural bottlenecks, manage risks and support double-digit economic growth targets in the coming period.
The top leader stressed that economic growth must go hand in hand with improving living standards, public safety and social well-being, calling for Hanoi to become a safe, healthy and liveable capital.
He urged the city to promptly implement approved policies in tandem with the resolutions of the upcoming 14th National Party Congress, ensuring that strategic direction is translated into concrete outcomes.
According to Hanoi authorities, a draft Politburo resolution on capital development proposes a long-term vision built around innovation, digital transformation and science and technology, with Hanoi positioned as a regional innovation hub and a globally connected capital.
The draft outlines phased growth targets, including GRDP growth of over 11.5% during 2026–2035, rising to more than 11% in 2036–2045, with the city aiming to become a leading innovation centre in the Asia-Pacific region by 2045.
The meeting was attended by Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man. This marked the first time during the 13th Party Congress term that the three top leaders jointly held a working session with Hanoi’s leadership.
