National Assembly sets 2026 GDP growth target at no less than 10%

VOV.VN - With an overwhelming majority of votes in favour, the National Assembly passed the Resolution on the 2026 Socio-Economic Development Plan on November 13, setting an ambitious goal for GDP growth of 10% or more.

According to the Resolution, 2026 is considered a year of great significance as it marks the 14th National Congress of the Communist Party of Vietnam, and the election of the 16th National Assembly and the People’s Councils for the 2026–2031 term. It will also be the first year of implementing the 2026–2030 Five-Year Socio-Economic Development Plan, opening a new era of prosperity and national advancement.

In addition to GDP growth, the Resolution outlines other key targets, including GDP per capita of US$5,400–5,500, average labour productivity growth of 8.5%, 29.5% of the workforce holding degrees or certificates, urban unemployment below 4%, and an average consumer price index (CPI) increase of around 4.5%.

The National Assembly directed the Government to prioritise growth alongside macroeconomic stability, control inflation, and maintain the country’s key economic balances, including public debt and budget deficit within safe limits.

The Resolution emphasises institutional improvement, removal of bottlenecks, and mobilisation of all resources, while continuing to simplify administrative procedures, strengthen discipline, and fight corruption, waste, and negativity.

A central focus of the plan is to establish a new growth model driven by science, technology, innovation, and digital transformation. The Government is tasked with restructuring the economy, accelerating the process of industrialisation and modernisation, and enhancing productivity and competitiveness.

Investment will be prioritised for strategic infrastructure development, primarily transportation, energy, urban, and digital infrastructure, to create new growth momentum and efficiently utilise emerging development spaces.

Beyond economic targets, the Resolution underscores the importance of developing high-quality human resources capable of meeting the demands of a digital and high-tech economy. It also stresses harmonious development of culture, society, and the economy, with a focus on social welfare, improving people’s living standards, and promoting social progress and equity.

The Resolution emphasises the need to strengthen national defence and security to maintain stability and peace for development. At the same time, Vietnam will expand economic and technological diplomacy, actively engage in multilateral mechanisms, and help shape global governance frameworks.

In terms of sustainability, the Resolution calls for efficient management and use of natural resources, proactive climate change adaptation, and environmental protection, ensuring sustainable and inclusive development.

The Resolution highlights the importance of policy communication and public engagement, to build trust, unity, and motivation across society to achieve the ambitious growth objectives for 2026.
