National Assembly leader urges action without delay
VOV.VN - National Assembly President Tran Thanh Man has called for faster decision-making without compromising quality, warning that caution must not become a reason for delay as lawmakers take up a major legislative agenda at the second session of the 16th National Assembly.
Speaking at the opening of the session in Hanoi on October 17, the National Assembly leader said a heavier workload demands higher standards of quality and accountability. Issues with sufficient political, legal and practical grounds should be decided promptly, while new or complex matters that remain contentious require thorough analysis to identify the best solutions.
“Deadlines must not come at the expense of quality, but neither should caution be used as a reason for delay,” he said, stressing that every policy decision must clearly define responsibilities, resources, implementation conditions, oversight mechanisms, feasibility and effectiveness.
Largest legislative workload of the current term
The second session comes shortly after the fourth plenum of the 14th Party Central Committee and approximately two months after the first extraordinary session of the legislature.
According to the top legislator, the timing reflects an urgent push to translate the Party’s policies and decisions into legislation, improve the institutional framework, remove obstacles and mobilise resources to support rapid and sustainable national development.
The National Assembly is expected to consider 47 draft laws and resolutions, including 43 slated for adoption and four additional draft laws to be discussed. National Assembly President Man described this as the largest legislative workload since the beginning of the current parliamentary term.
Several bills cover broad areas of regulation and could directly affect businesses, citizens’ lawful rights and interests, and the country’s development. Key areas include land, housing, real estate business, investment, the state budget, construction, and the development and enforcement of legislation.
He held that the task is not simply to pass a large number of laws and resolutions. The legislation must also be high-quality, feasible, coherent and consistent with the wider legal system.
Policy decisions must deliver practical results
Assessing the socio-economic situation, National Assembly President Man said Vietnam has achieved positive results despite numerous difficulties and challenges.
In the first nine months of 2026, gross domestic product (GDP) grew by 9.01% year on year, the highest rate in 15 years, according to figures cited in his opening address. Major economic balances remained broadly stable, social welfare continued to receive attention, national defence and security were maintained, and foreign affairs recorded important achievements.
Efforts to strengthen Party building and combat corruption, waste and misconduct also continued, he said.
Man noted that the fourth plenum of the 14th Party Central Committee had reached agreement on key targets and priorities for 2027, calling for accelerated growth and a stronger foundation for subsequent years.
High growth, he said, must be underpinned by productivity, competitiveness, economic self-reliance and long-term stability. It must also go hand in hand with social progress and equity, environmental protection, and improvements in people’s living standards.
Against this backdrop, parliamentary decisions must be timely, accurate, targeted and feasible, delivering tangible improvements in practice. This requires lawmakers to accelerate their work while ensuring that new legislation is supported by adequate resources, clear implementation arrangements and effective oversight.
Oversight and accountability are key priorities
Alongside lawmaking, the National Assembly will review socio-economic performance in 2026 and decide on the socio-economic development plan, state budget estimates, central budget allocations and public investment plan for 2027. It will also consider the approval of the final state budget accounts for 2025 and other matters within its remit.
The legislature is also scheduled to review reports summarising petitions from voters and the public, the handling of voter petitions, citizen reception, the processing of complaints and denunciations, and the results of oversight activities. Question time and responses from government officials are also on the agenda.
These responsibilities are closely linked to the broader demand for clear accountability and effective policy implementation. As the top legislator emphasised, decisions must be accompanied by the resources, implementation conditions and oversight mechanisms necessary to turn them into practical outcomes.
Concluding his opening address, the National Assembly President urged lawmakers to demonstrate their political resolve, intellectual capacity and sense of responsibility to voters, the public and the country, putting national interests and the lawful rights and interests of the people first.
He also cited General Secretary of the Communist Party of Vietnam Central Committee and State President To Lam’s call for a long-term vision that addresses fundamental national issues, unites the aspirations of the nation, bridges generations and adapts to unforeseen changes. He urged lawmakers to uphold the guiding principles of “Accuracy – Timeliness – Enabling Progress – Development” throughout the session.
