National Assembly examines special mechanisms for international integration

VOV.VN - The National Assembly on November 19 heard the Government’s submission and the appraisal report on a draft Resolution on several special mechanisms and policies aimed at enhancing the effectiveness of international integration.

Deputy Prime Minister Ho Duc Phoc briefly presented the Government’s proposal, emphasising that the draft Resolution was developed to effectively implement Resolution No. 59-NQ/TW of the Party Central Committee on international integration in the new context, improving the quality, efficiency, and comprehensiveness of Vietnam’s integration efforts.

The aim is to remove obstacles, create breakthroughs, and fully leverage external resources and favourable conditions to build an independent, self-reliant, and resilient economy, contributing directly to the country’s strategic development goals by 2030 and 2045.

The draft Resolution focuses on strengthening and deepening Vietnam’s relationships with international partners, particularly neighbouring countries, major powers, key partners, and traditional friends, while promoting multilateral diplomacy.

It seeks to improve the quality and quantity of personnel engaged in foreign affairs and international integration at both central and local levels, and to enhance the central and leading role of businesses in the integration process.

The draft also proposes specific mechanisms, including addressing challenges in strategic cooperation projects with foreign partners and offering incentives such as tax and fee benefits, as well as support for establishing offices of international organisations, special delegations, and foreign NGOs in Vietnam. It also allows provincial People’s Committees to set up representative offices abroad in key locations, in line with local international integration needs.

To support businesses, the draft Resolution proposes the establishment of a private international integration development fund and an export promotion fund for industry associations. In addition, a portion of revenue from supplementary import duties imposed as trade defence measures would be used to support industry associations participating in international trade defence cases.

The estimated annual cost of implementing the Resolution is approximately VND990 billion, including monthly support for foreign affairs personnel of about VND323 billion and training and capacity-building costs of around VND667 billion.

Presenting the appraisal report, Lieutenant General Le Tan Toi, Chairman of the National Assembly’s Committee for National Defence, Security, and Foreign Affairs, stated that the Committee agreed on the necessity of the draft Resolution but emphasised the need to carefully review special policies to avoid overlaps or conflicts with existing laws.

For mechanisms addressing challenges in foreign cooperation projects, clear criteria for “strategic and key projects” and reporting and supervision mechanisms by the National Assembly should be added.

The Committee supported the policy to assist businesses in overcoming difficulties and obstacles in overseas operations, while recommending that the application of related legal policies on taxation, the establishment of funds, and fund usage be consistent and uniform.

Regarding the establishment of provincial representative offices abroad, some members of the Committee suggested reviewing the legal basis and considering solutions such as “virtual offices” to enhance efficiency while avoiding duplication of functions, budgets, or resources.
