Legislature makes headway in realising the Party’s strategic breakthrough orientation

VOV.VN - The 13th National Party Congress has identified the comprehensive improvement of institutions as one of the three strategic breakthroughs, and the 15th National Assembly, through its nearly full working term, has left a pioneering mark on the implementation of this orientation.

National Assembly leaders have emphasized that the establishment and comprehensive improvement of institutions play a crucial role in fostering national development. It is one of the three strategic breakthroughs first proposed at the 11th National Party Congress and reaffirmed as a top-priority focal breakthrough in the 13th Congress and the entire 2021–2030 decade.

A prerequisite for effectively implementing this strategic breakthrough is a complete, synchronized, and truly effective system of laws, policies and mechanisms. Therefore, it is essential to continuously improve and enhance the quality of institutions, policies, and the legal system.

For the first time in legislative history, a Conclusion issued by the Politburo on October 1, 2021 has provided directions for legislative tasks throughout the entire 15th National Assembly term lasting from 2021 to 2026. The Conclusion emphasizes that the drafting and enactment of laws must be done with caution and precision that must ensure high quality, closely meet and promptly address practical demands, with a primary focus on completing a full, synchronized, unified, feasible, and stable legal system.

With eight major orientations and 70 specific directives, the proposal put forward by the National Assembly’s Party organisation has outlined 137 specific legislative tasks to be carried out during the 15th legislative term. These aim to create a high-quality, comprehensive legal system that fosters a fair and healthy business environment for all economic sectors, encourages innovation, and ensures the efficient mobilization, management, and utilization of all resources for development.

The legislative orientations and tasks comprehensively span all national socio-economic aspects, with priority to be given to the formulation, amendment, and supplementation of laws in key strategic areas. They are undertaken to remove institutional bottlenecks, resolve inconsistencies and overlaps, and eliminate obstacles to development in various sectors.

Looking back, the National Assembly has consistently worked alongside the government to promptly and accurately address numerous legislative initiatives, including unprecedented challenges that require decisions within its jurisdiction.

In 2024 alone, the legislature and its affiliated bodies made significant legislative achievements, by convening six National Assembly sessions and 33 National Assembly Standing Committee meetings - the highest number in a single year since the beginning of the term.

One landmark event was the fifth Extraordinary Session in January 2024, where the revised Land Law was passed, completing one of the most critical legislative tasks of the 15th National Assembly term. Subsequently, lawmakers approved amendments to key laws such as the Land Law, the Housing Law, the Real Estate Business Law, and the Law on Credit Institutions. The early enactment of these laws, effective from August 1, 2024, five months ahead of schedule, and their transitional provisions helped promptly address difficulties, unlock land resources, promote a healthy real estate market, and drive national development.

The seventh and eighth National Assembly sessions also saw an extensive legislative workload. The enacted laws and resolutions played a crucial role in removing institutional barriers, creating a favourable legal framework for socio-economic development, and ensuring national defense and security.

By the end of the eighth session, the National Assembly had passed over 60 laws and more than 80 resolutions. The National Assembly Standing Committee had issued an equivalent number of resolutions and several ordinances. By implementing the Politburo’s Conclusion, the 15th National Assembly is steadily fulfilling its legislative mandate, not to mention its handling of urgent issues that require decisions by the country’s highest legislative body.

By adopting a proactive, innovative, and highly effective approach, the 15th legislature has demonstrated a pioneering role in implementing the strategic breakthrough of institutional improvement, progressively creating a solid legal foundation for Vietnam’s comprehensive reform.

Entering the final year of its term in 2025, National Assembly Chairman Tran Thanh Man has affirmed that the National Assembly would continue its bold reforms, enhance operational efficiency, and strive to achieve the highest possible objectives, thereby contributing to the successful implementation of the 13th National Party Congress’s Resolution, making thorough preparations for the upcoming Party Congresses at all levels, and advancing toward the 14th National Party Congress. These efforts would lay the groundwork for the elections of the 16th National Assembly and People's Councils at all levels for the 2026–2031 term, creating momentum for national renovation and strong development in the new era.
