Hoang Sa Special Administrative Zone has first-ever female chairwoman
VOV.VN - Da Nang authorities on December 1 appointed the first woman to serve as chair of the Hoang Sa (Paracel) Special Administrative Zone, an administrative unit under the central coastal city.
Tran Thi Kim Hoa, Chief Inspector of Da Nang, has been reassigned and appointed Director of the municipal Department of Home Affairs. She will concurrently serve as Deputy Head of the municipal Party Committee’s Organisation Commission and Chairwoman of the Hoang Sa Special Administrative Zone.
This marks the first time the position has been held by a woman.
Hoang Sa was previously an island district of Quang Nam – Da Nang province and later Da Nang city when the city was formed on January 1, 1997. The National Assembly on June 16, 2025 approved a Resolution, reorganising the entire natural area and population of Hoang Sa district to establish the Hoang Sa Special Administrative Zone under Da Nang City.
The Hoang Sa Special Administrative Zone is an administrative entity of Da Nang and is headquartered at the Hoang Sa Exhibition House, the country’s only dedicated museum showcasing documents and evidence affirming Vietnam’s sovereignty over the Hoang Sa archipelago.
Inaugurated in 2018, the exhibition house displays more than 150 maps, along with hundreds of artifacts and historical records.
The position of the Hoang Sa Special Administrative Zone chair has traditionally been held concurrently by directors of Da Nang’s Department of Home Affairs. Previous chairmen include Nguyen Huu Loi (2024), Vo Ngoc Dong (2016–2024), Vo Cong Chanh (2014–2016), and Dang Cong Ngu (2009–2014). The most recent chair before the new appointment was Phan Van Binh.
