Higher education must help promote sci-tech research and application, says PM

VOV.VN - Prime Minister Pham Minh Chinh highlighted the higher education system’s crucial role in generating quality human resources and promoting the research and application of sci-tech and innovation for national development, during his visit to Vietnam National University (VNU) – Ho Chi Minh City on February 23.

Addressing a meeting marking 30 years of VNU-HCM, Chinh said an effective higher education system not only provides knowledge but also helps improve public intellectual standards, train high-quality human resources, and identify and nurture talents.

Moreover, he said, higher education should focus on developing learners’ qualities and abilities for self-learning, self-research, and self-enrichment of knowledge which is essential in the context of a knowledge-based economy and rapid technological advancements.

Promoting research, the application of science and technology, and innovation in universities will also drive a significant qualitative transformation of the economy, laying a solid foundation for rapid and sustainable development in the new era, he stressed.

The Government leader emphasized that Vietnam is entering a new era of strong, civilized, and prosperous development, aiming towards two strategic centennial goals that are striving to become a developing country with modern industry and upper-middle income by 2030, and a developed, high-income country by 2045.

To successfully achieve these goals, he stated, Vietnam must vigorously, comprehensively, and effectively implement strategic breakthroughs, and restructure the economy in connection with innovating the growth model, enhancing productivity, quality, efficiency, and competitiveness, while ensuring a sustained double-digit growth rate over the next two decades. This requires identifying key factors that play a decisive role in driving rapid and sustainable growth.

According to the PM, the Party and the State have consistently prioritized research, policy fine-tuning, and resource allocation for high-quality human resource training - one of the three strategic breakthroughs. This is a crucial and decisive factor in meeting socio-economic development goals, particularly in improving labour productivity, advancing science and technology, fostering innovation, and promoting digital and green transformation.

Moreover, it is a vital component in creating an attractive business and investment environment, enhancing both domestic and foreign investment attraction, and driving fast and sustainable economic growth in the short, medium, and long term.

He reminded that the Party Central Committee recently issued a Conclusion on continuing the fundamental and comprehensive renewal of education and training, clearly defining key tasks and solutions for the coming period. One notable directive is to “develop breakthrough mechanisms, and allocate appropriate resources to elevate national universities to the level of advanced countries, ensuring they have the capacity and conditions to play a core role in education and scientific research.”

The Politburo last December issued a Resolution, asserting that “The development of science, technology, innovation, and national digital transformation is the foremost strategic breakthrough and the main driving force for rapidly advancing modern production forces, refining production relations, innovating national governance methods, fostering socio-economic development, preventing the risk of stagnation, and propelling the country towards rapid and prosperous growth in the new era.”

To achieve this goal, the PM suggested that Vietnam continue higher education reforms, strengthen collaboration between universities and businesses, encourage practical research applications, and establish policies to attract and utilize talents effectively.

He requested that VNU-HCM, VNU-Hanoi and other prestigious institutions make headway in this regard, not only affirming their unique strengths but also guiding and leading the development of Vietnam’s higher education system.

The PM highly appreciated and largely agreed with the vision of developing VNU-HCM into a leading research university system in Asia, a hub for talent and a center for spreading Vietnamese intelligence and culture, striving to rank among the top 100 higher education institutions in Asia by 2030.

He expressed his desire for VNU-HCM to support training engineers in key fields such as semiconductor design, information technology, artificial intelligence, and biotechnology. He also emphasized the importance of attracting, valuing, and developing a strong team of scientists, especially leading experts and outstanding young researchers, including those from abroad.

The university should focus on building and implementing training, research, and innovation programmes in semiconductor technology, biotechnology, digital transformation, and artificial intelligence, aiming to be among the top in Asia, he said.

The Government established VNU-Hanoi in 1993 and VNU-HCM in 1995 to integrate dispersed resources from various specialized universities into major institutions with the mission of nurturing talent and training high-quality human resources. These universities were also tasked with conducting scientific research, developing technology, and transferring multidisciplinary knowledge at various levels.

The two institutions have received priority investment and autonomy to drive comprehensive, faster, and more effective higher education reforms, with a strategic vision to gradually expand their influence regionally and globally.

VNU-HCM has strongly leveraged its potential, advantages, and strengths as a multidisciplinary and multi-field institution, with 154 internationally accredited training programmes, including 18 fields ranked internationally.

It has actively contributed to addressing key strategic issues of the country and society, particularly in fundamental sciences, technology, education, health care, engineering, economics, law, and pedagogy.

According to the QS World University Rankings 2025, VNU-HCM is ranked in the 951-1,000 group globally, marking a significant milestone 30 years after its establishment.

In recognition of its numerous outstanding achievements across various fields, VNU-HCM has been honoured by the Party and the State with numerous prestigious awards and titles. Notably, on the occasion of its 30th anniversary, it was awarded the Labour Order, First-Class, recognizing its significant contributions to education, research, and national development.
