Hai Phong told to maintain its pioneering role as a national growth engine
VOV.VN - Hai Phong must proactively develop strategies under all circumstances, uphold its pioneering role as a national growth engine, and contribute more significantly to national development, Prime Minister Pham Minh Chinh told the first Congress of the Hai Phong Municipal Party Committee for the 2025–2030 term.

Addressing delegates to the congress on September 27, the Prime Minister expressed his delight in attending the congress, which he described as a particularly significant political event laying the foundation for Hai Phong’s strong development in the new era.
He praised the city’s efforts and achievements during the past term despite unprecedented challenges such as the COVID-19 pandemic, supply chain disruptions, and global uncertainties. He highlighted the city’s ten consecutive years of double-digit economic growth, strong fiscal contributions with over VND100 trillion in annual budget revenue for four straight years, and its top position in digital transformation and administrative reform.
Looking ahead, the Prime Minister urged Hai Phong to continue renewing its mindset, broadening its vision, acting decisively, and maintaining its pioneering role as a national growth engine. He suggested that the city strengthen Party-building; promoting rapid, green, sustainable socio-economic development centred on people and driven by science, technology, and innovation; and proactively ensure defence, security, and international integration.
With the heroic traditions of the port city and its recent achievements, Prime Minister Chinh expressed confidence that Hai Phong would unite with greater determination and effort, developing into a socialist, modern, prosperous, civilized, and happy city, contributing significantly to the realisation of the country’s two centenary goals.
The political report presented at the congress outlined six development viewpoints, 29 key targets, five strategic breakthroughs, and four main task groups covering Party-building and political system consolidation; economic growth; cultural, social, and human development; national defence and security; and external affairs and international integration.
By 2030, Hai Phong aims to become a modern, civilized, eco-friendly, and livable industrial port city of Southeast Asian stature; a pioneer in industrialisation, modernisation, digital transformation, green transition, and innovation; a leading national hub for the marine economy, high-quality tourism, logistics, and clean energy; and an international centre for training, research, and development of marine science and technology.
At the congress, delegates contributed feedback to the draft documents of the 14th National Party Congress and Hai Phong’s political report; announced decisions by the Politburo and Secretariat on the appointment of members of the Party Executive Committee, Standing Committee, Secretary, Deputy Secretaries, and Inspection Commission for the 2025–2030 term; and elected delegates to attend the 14th National Party Congress.
