Hai Phong breaks ground on Vietnam’s largest LNG –fired power plant

VOV.VN - The Hai Phong People’s Committee, in cooperation with Vingroup, on September 26 broke ground on the Tan Trao Industrial Park (IP) infrastructure project and the Hai Phong LNG fired power plant, with a total investment exceeding VND182 trillion.

The LNG fired power plant, covering nearly 100 hectares with total capital of over VND178 trillion, is invested by the Vingroup – VinEnergo joint venture. Scheduled for completion by the end of 2030, the plant will be developed in two phases with a designed capacity of 4,800MW, generating 9.6 billion kWh annually in the first phase and 19.2 billion kWh annually in the second phase. It will become Vietnam’s largest LNG fired power plant under the National Power Development Plan VIII, and one of the leading LNG power plants worldwide.

Utilising advanced technology, the plant will run on liquefied natural gas (LNG) – a cleaner energy source that emits almost no SO₂, no dust, and significantly lower NOx compared to coal or oil. The project will contribute to reducing reliance on traditional fossil fuels, ensuring national energy security, stabilising the power grid, and marking a strategic step by Vingroup in advancing clean energy and sustainable growth.

At the same time, the Tan Trao Industrial Park spans nearly 227 hectares across Kien Hung and Nghi Duong communes, with phase 1 investment capital of over VND4 trillion, developed by Vinhomes Hai Phong Industrial Park Investment JSC. Construction is set to run from Q2/2025 to Q2/2030.

Once completed, the IP will serve as a major hub for advanced industries with modern technical infrastructure, attracting diverse sectors such as electronics, telecommunications, pharmaceuticals, supporting industries, new materials, clean energy, and renewable energy.

These two landmark projects are expected not only to strengthen electricity supply for Hai Phong and the national grid but also to create fresh momentum for high-tech industrial development, aligned with the trend of green and sustainable growth.

Speaking at the ground-breaking ceremony, Prime Minister Pham Minh Chinh noted that both projects hold great significance, with the shared goals of advancing industrial development, attracting foreign investment, and promoting green energy.

He expressed his hope that the IP would be implemented swiftly and attract selective investment, particularly in high technology. Regarding the LNG power plant, the Prime Minister requested that procedures be accelerated so the project could be inaugurated in 2029, one year ahead of schedule. He also called for cooperation with foreign investors in technology transfer, enabling Vietnam to gradually master advanced technologies.
