Gov’t proposes state monopoly on nuclear power investment

VOV.VN - The Government has proposed in a proposed bill on electricity that the state hold a monopoly on investment in the construction of nuclear power plants, citing the need to ensure national energy security.

The draft also stipulates that the investment, construction, operation, and decommissioning of nuclear power plants, as well as ensuring their safety, must comply with the provisions of the 2008 Law on Atomic Energy and related regulations.

Presenting the bill at the ongoing National Assembly session in Hanoi on October 21, Minister of Industry and Trrade Nguyen Hong Dien noted that nuclear power projects must utilize modern, verified technology to meet the highest safety standards.

Furthermore, depending on the economic and social situation at different times, the draft stipulates that the Prime Minister will establish specific mechanisms for the investment, construction, and operation of nuclear power plants.

The planning for this type of power source is to be integrated and aligned with the national electricity development plan to meet the national energy security goal.

In addition to nuclear power, the draft also proposes that the state maintain a monopoly on the investment in multi-purpose hydropower plants and projects related to emergency power sources and grids, power transmission networks (excluding networks built by private investors) and the power dispatch control system.

Reviewing the bill, Chairman of the National Assembly Committee on Science, Technology, and Environment, Le Quang Huy, stated that the policy for developing nuclear power is a new issue raised in the draft law.

He recommended that the Ministry of Industry and Trade that has drafted the bill, submit a report to the competent authorities for consideration and decision on the regulations related to this content and the extent of regulation in the draft law concerning nuclear power development.
