Gov’t proposes over VND580 trillion for education modernisation

VOV.VN - The Vietnamese government on November 25 presented to the National Assembly a proposal to allocate VND580.133 trillion from central and local government budgets, as well as other legal funding sources, to implement the 2026-2035 National Target Programme for Education Modernisation and Quality Enhancement.

The programme is expected to be implemented over 10 years, divided into two phases. The first phase, from 2026 to 2030, will focus on addressing existing challenges in the education system and achieving key objectives for 2030. The second phase, from 2031 to 2035, will continue to develop and implement new tasks with long-term goals to improve education quality, expand learning opportunities, and meet the demand for high-quality human resources to support sustainable development.

The overall goal of the programme is to comprehensively standardise and modernise the education system, from preschool to higher education, in order to improve training quality and provide lifelong learning opportunities for all citizens, said Minister of Education and Training Nguyen Kim Son, presenting the proposal.

The programme also aims to meet the growing demand for skilled labour in the context of globalisation and digital transformation, he said.

According to the minister, some of the key goals of the programme include standardising the preschool and general education systems, developing vocational and higher education training centres, and modernising the infrastructure of universities, especially key public institutions.

One of the significant targets is to have at least one public university ranked among the top 100 universities in the world in specific fields, he said.

In particular, the government has set a goal to make English the second language in the national education system and to pilot school models that foster creativity, critical thinking, and international integration.

In its oversight report, Nguyen Dac Vinh, Chairman of the National Assembly Committee for Social and Cultural Affairs, said the committee has agreed on the necessity of investing in the programme, as it would provide additional resources to modernise the national education system and create a fundamental improvement in the quality of education and training.

The committee emphasised that the programme would expand opportunities and ensure lifelong learning for all citizens while promoting educational equity. It also stressed the need for the programme to better meet the demand for skilled human resources to support Vietnam’s rapid and sustainable development.

However, the committee also raised concerns regarding the large demand for state budget funding in the 2026-2030 period. It recommended that the government carefully assess the budget capacity to ensure a strategic focus on key areas, prioritising feasible and effective projects that align with available resources.

The committee also recommended that the Government develop a funding allocation plan that takes into account the budget capacity of local governments and avoids wasteful spending.
