Vietnam vows to realise high-level agreements with Cuba
VOV.VN - Vietnam is committed to effectively implementing high-level agreements with Cuba reached during Party General Secretary To Lam’s 2024 visit to Havana, especially in food security, renewable energy, pharmaceuticals, and biotechnology.

Prime Minister Pham Minh Chinh made the commitment during his meeting with First Secretary of the Communist Party and President of Cuba Miguel Diaz-Canel in Rio de Janeiro, Brazil, on July 6 on the sidelines of the 2025 BRICS Summit there.
He reaffirmed Vietnam’s consistent stance of support for Cuba, calling for an end to the blockade and for Cuba to be removed from the list of state sponsors of terrorism.
The PM conveyed warm greetings from senior Vietnamese leaders to General Raul Castro, President Miguel Diaz-Canel, and other senior Cuban leaders. On behalf of the Vietnamese leadership, he also extended an invitation to President Diaz-Canel to visit Hanoi and attend the 80th National Day celebration of Vietnam on September 2.
For his part, President Miguel Diaz-Canel expressed deep appreciation for the solidarity and valuable support from the Vietnamese Party, Government, National Assembly, and people. He stressed the historical significance of General Secretary To Lam’s visit to Cuba in 2024, which opened a new chapter in bilateral relations.
The Cuban President welcomed and highly valued the effective presence and operations of Vietnamese enterprises in Cuba, and assured that Cuba would continue to create favourable conditions for Vietnamese businesses to develop and expand operations, benefiting both sides.
The two leaders agreed to enhance high-level delegation exchanges and regular bilateral cooperation mechanisms, including political consultations between the two Ministries of Foreign Affairs, the Intergovernmental Committee, theoretical exchanges between the two Parties, and defence policy dialogues, aimed at reviewing and promoting the effective implementation of signed agreements.
They also agreed to closely coordinate the organisation of a wide range of activities marking the 65th anniversary of diplomatic relations (December 2, 1960 - 2025), within the framework of the Vietnam–Cuba Friendship Year.
The two leaders exchanged views on regional and international issues of mutual concern and agreed to maintain close coordination at multilateral forums such as the United Nations, the Non-Aligned Movement, South-South Cooperation, and the Forum for East Asia–Latin America Cooperation (FEALAC).
On this occasion, Prime Minister Chinh also conveyed an invitation from President Luong Cuong for Cuba to send a delegation to attend the signing ceremony of the United Nations Convention on Cybercrime, scheduled to be held in Hanoi in October 2025.
