Vietnam reaffirms commitment to “Four No’s” defense policy
VOV.VN - Vietnamese Defense Attache to France Le Manh Quyen reaffirmed Vietnam’s commitment to the “Four No’s” defense policy at a celebration in Paris on December 17 evening, marking 80 years of the Vietnam People’s Army and 35 years of the All-People's Defense Day.
Quyen emphasized that Vietnam’s defense policy is based on the concept of a people’s defense, characterized by peaceful self-defense, proactive measures, and steadfast efforts to prevent and counter the risk of war.
Vietnam adheres to the Four No’s defense policy, that is not participating in military alliances, not aligning with one country to oppose another, not allowing foreign military bases or using its territory against any other country, and not using force or threatening to use force in international relations, he said.
In recent years, he said the Vietnam People’s Army has actively promoted international cooperation, both bilaterally and multilaterally, achieving practical results. The Army has contributed significantly to United Nations peacekeeping operations, international cooperation in non-traditional security areas, humanitarian assistance, rescue operations, and war aftermath recovery, thus contributing to building a peaceful, stable, and cooperative environment in the region and globally.
Major General Stéphane Richou, Deputy Chief of Staff in charge of Foreign Relations of the French Army, praised the achievements of the Vietnam People’s Army, particularly in defense diplomacy and cooperation. He expressed hope that Vietnam-France defense cooperation would continue to grow in line with the potential of both countries.
Vietnam and France elevated their relationship to a Comprehensive Strategic Partnership during Party General Secretary To Lam’s visit to France this October, a clear manifestation of mutual goodwill to further enhance trust and cooperation to meet the legitimate needs and interests of the two peoples.
Since the establishment of defense relations between Vietnam and France in 1991, with the opening of Defense Attaché Offices in both countries, defense cooperation has become a key pillar of the strategic partnership. In May 2024, French Defense Minister Sébastien Lecornu visited Vietnam for the 70th anniversary of the Dien Bien Phu Victory over French colonialism, marking a positive step towards deeper cooperation.
During the ceremony, delegates watched historical footage of Vietnam’s national liberation struggle, enjoyed traditional Vietnamese dishes, and reflected on the proud 80-year history of the Vietnam People’s Army.
