Vietnam prioritises education – training, science - technology development

VOV.VN - Vietnam focuses on developing education – training and science-technology, considering this a top national policy, along with developing human resources as one of the three strategic breakthroughs, said Prime Minister Pham Minh Chinh during his policy speech at Victory University of Wellington on March 11.

This is one of the eight major orientations for Vietnam’s national development that Chinh highlighted when he talked about the country’s prioritized policies in the world today.

In the context of global complications, he said among other orientations, Vietnam persists in building an independent, self-reliant, and proactive economy with deep, substantive, and effective international economic integration, by making full use of internal and external resources.

In addition to human resource development, the country strives to make progress in two other strategic breakthroughs – institutions and infrastructure, while restructuring the economy associated with innovating growth models, and improving productivity, quality, efficiency and competitiveness.

It is building an advanced culture imbued with national identity, considering culture the spiritual foundation of society, both a goal and an internal strength, an important driving force for national development.

The PM stressed the need for Vietnam to consolidate and strengthen national defense and security; protect independence, sovereignty, unity, and territorial integrity; and implement the ‘Four Nos’ defense policy.

To meet the country’s development requirements, he said Vietnam aims to build a pure, strong and comprehensive ruling party; promote prevention of corruption and negativity; implement the policy of great national unity; and create social consensus.

It advocates implementing a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, along with diversification and multilateralism of foreign relations, while being a good friend, a reliable partner, an active and responsible member of the international community. It pursues the ‘bamboo diplomacy’ imbued with Vietnamese cultural and historical traditions.

He briefed delegates on major development achievements Vietnam has recorded over the years, saying it has so far developed diplomatic ties with 193 countries and territories worldwide. It has established 30 comprehensive strategic partnerships and strategic partnerships, including with all five permanent members of the United Nations Security Council, all members of the group of seven industrial countries (G7), and 16 members of the Group of 20 leading developed and emerging economies worldwide (G20). The country has also signed 16 free trade agreements (FTAs) and is negotiating three others.

As difficulties and challenges outnumber opportunities moving forward, the PM said Vietnam will continue to keep a close watch on practical developments and promptly and effectively introduce flexible policies. It will renew traditional growth drivers such as investment, consumption and export, and at the same time strongly promote new growth drivers such as science - technology, innovation, digital transformation, green transformation, circular economy, sharing economy, as well as emerging industries such as artificial intelligence, and semiconductor chips.

Vietnam will maintain macroeconomic stability, controls inflation, promotes growth, and ensures major balances of the economy, while stepping up national industrialization and modernization, and creating real changes in strategic breakthroughs.

In addition, it will pay due attention to ensuring social security and environmental protection, and climate change response; consolidate and strengthen national defense and security; and promote foreign affairs and international integration, to create a peaceful, stable environment and favorable conditions for national development.

He said Vietnam strives to become a developing economy with a modern industry and upper middle income by 2030, and a developed, high-income economy by 2045. It aims to establish socialist democracy, build a socialist law-governed state, and develop a socialist-oriented market economy.

To this end, Vietnam puts people at the center, considering them the most important resource, the driving force and the goal of development. It does not sacrifice progress, social justice, and environmental protection to pursue simple economic growth, stressed the PM.

Chinh affirmed that New Zealand is one of Vietnam’s leading important partners in the region and one of Vietnam’s few strategic partners globally. Economic, trade and investment cooperation is the main pillar and the driving force of the two countries’ relations, besides defense and security cooperation.

To further enhance the potential and strengths of both countries, he said it is necessary to promote the strategic value of the Vietnam - New Zealand Partnership, to contribute to peace, stability and cooperation of the Asia-Pacific and Indian Ocean regions.

Vietnam expects to join New Zealand in efforts to ensure food security, develop clean, green agriculture, and improve capacity to adapt to climate change and other global challenges. It is ready to act as a bridge for New Zealand to further strengthen relations with ASEAN and with other ASEAN member countries, especially in its role as coordinator of ASEAN - New Zealand relations for 2024 – 2027, said the PM.

He also proposed that New Zealand help Vietnam bolster relations with Pacific island countries and international organizations in this region. He expressed his belief that the strategic partnership between Vietnam and New Zealand will be further enhanced in the future.

Vietnam will do its best to take bilateral relationship to a new level, helping each country maintain independence, sovereignty, peace and development, for the benefit of the two peoples and for peace, stability, cooperation and development in the region and the world at large, he stressed.
