Vietnam, India step up law enforcement and security cooperation

VOV.VN - Minister of Public Security General Luong Tam Quang hosted a welcome ceremony and held talks with Indian National Security Advisor Ajit Doval in Hanoi on November 2, with a major focus on measures to deepen bilateral security and law enforcement cooperation.

Welcoming the Indian delegation, Minister Luong Tam Quang noted that over the past 54 years, Vietnam-India relations have steadily developed on the foundation of deep political trust and shared strategic interests. He emphasized that the upgrade of bilateral ties to a reinforced comprehensive strategic partnership, guided by the motto "shared vision, strategic convergence, and substantive cooperation", during General Secretary of the Communist Party of Vietnam Central Committee and President To Lam’s state visit to India in May 2026 marks a crucial milestone.

Congratulating India on successfully hosting the BRICS Summit in September 2026, Minister Luong Tam Quang lauded India's growing stature in multilateral cooperation and said that Vietnam has officially co-sponsored the pillar of "Capacity Building and Resource Sharing" under India's Indo-Pacific Oceans Initiative.

Highlighting the success of the 19th meeting of the Vietnam-India Joint Commission in New Delhi in September 2026, the Minister affirmed that security and law enforcement cooperation serves a vital pillar ensuring a secure environment for national development.

Both sides have actively maintained information sharing, mutual support at multilateral forums, and successfully organized key dialogues and meetings, including the Cyber Policy Dialogue in January 2026, the first Cyber Security Consultation in September 2026, and the fourth Vietnam-India Deputy Ministerial-level Security Dialogue on October 16, 2026.

They consented to boost cooperation in applying emerging technologies to security, establish a joint working group on counter-terrorism, and organize a business forum in 2027. Additionally, the Ministry of Public Security has sent numerous officers and trainees to India for IT and computer science scholarships and specialized short-term courses, while exploring expanded cooperation in counter-terrorism, UN peacekeeping, security industry, and digital transformation.

For his part, National Security Advisor Ajit Doval praised the practical outcomes of bilateral cooperation and the recent fourth Deputy Ministerial-level Security Dialogue in New Delhi. He expressed confidence that the talks will maintain substantive momentum between the Ministry of Public Security of Vietnam and the National Security Council of India, serving the interests of both nations and regional and global stability.

During the talks, the two sides concurrred to actively organize practical activities to celebrate the 55th anniversary of diplomatic relations through high-level exchanges and mutual support at multilateral mechanisms concerning non-traditional security issues.

Minister Luong Tam Quang proposed that the Indian National Security Council encourage relevant Indian law enforcement agencies to accelerate negotiations and signing of cooperation documents, including memorandums of understanding on training programs, transnational crime prevention, mutual protection and exchange of classified information, and human trafficking prevention. He also called for experience sharing and training support in UN peacekeeping operations, alongside security cooperation for the APEC Summit 2027 hosted by Vietnam.

On this occasion,  Quang invited the National Security Advisor and the Indian delegation to attend the international conference on transnational crime prevention, scheduled to be held in Hanoi in July 2027 by the Ministry of Public Security in coordination with UNODC and INTERPOL.
