Vietnam attends 2025 International Conference on Financing for Development
VOV.VN - Vietnamese Deputy Prime Minister Ho Duc Phoc attended the opening ceremony of the Fourth International Conference on Financing for Development (FfD4) which is getting underway in Seville, Spain, from June 30 to July 3.

The FfD4 conference was inaugurated in the presence of King Felipe VI of Spain and more than 15,000 participants, including nearly 60 heads of state and government, around 100 senior national leaders and ministers, and heads of international organisations such as the World Bank, International Monetary Fund, and World Trade Organisation.
Building on over two decades of implementation of key international commitments, including the 2002 Monterrey Consensus, the 2008 Doha Declaration, and the 2015 Addis Ababa Action Agenda, FfD4 marks a pivotal moment in mobilising and efficiently allocating resources for development, while reshaping national and global financial governance frameworks.
In his opening remarks, King Felipe VI welcomed leaders and international organisations to the conference, stressing that FfD4 would be a key milestone in the global development agenda. He reaffirmed the importance of multilateralism and international cooperation as the most effective and sustainable path for all nations.
Spanish Prime Minister Pedro Ssnchez described the conference as a new journey in development financing. He called for strengthened cooperation over fragmentation to tackle shared challenges and urged the practical implementation of the newly adopted Seville Commitment to enhance the effectiveness of financial resources.
Meanwhile, UN Secretary-General Antonio Guterres warned of the risk of not achieving the Sustainable Development Goals (SDGs), with two-thirds of the targets currently off track. He highlighted three priority action areas, including mobilising rapid and broad-based financial flows; addressing unsustainable global debt; and increasing the participation of developing countries in global financial governance.
At the opening session, world leaders adopted the Seville Commitment, which aims to establish a comprehensive framework to address current financial challenges, with the goal of mobilising US$4 trillion to support the achievement of the SDGs.
On July 1, Deputy Prime Minister Ho Duc Phoc is expected to deliver key speeches at the plenary session and a multi-stakeholder roundtable on the theme "Revitalising International Development Cooperation."
