Vietnam and Russia commit to strengthening comprehensive cooperation

VOV.VN - Party General Secretary To Lam and President Luong Cuong reaffirmed the importance of the Vietnam–Russia Comprehensive Strategic Partnership during their separate meetings with Nikolai Patrusev, Aide to the President of Russia and Chairman of the Russian Maritime Board, in Hanoi on September 16.

Receiving the guest, General Secretary Lam expressed his pleasure at meeting Patrusev, a long-time friend of Vietnam, recalling the positive impressions from their open and substantive meeting during his official visit to Russia in May. He emphasided that the current visit by the Russian delegation is a concrete and effective demonstration of bilateral relations, particularly in implementing high-level agreements between the two countries.

Highlighting Vietnam’s national development goals for the coming period, General Secretary Lam stated that Vietnam aspires to become a strong maritime nation, actively contributing to peace, security, cooperation, and development in the region and the world at large. He proposed that Russia, with its extensive maritime experience, support and cooperate with Vietnam on a mutually beneficial basis, in line with the traditional friendship and the comprehensive strategic partnership between the two countries.

He suggested that the Russian Maritime Board and Patrusev personally promote cooperation with Vietnam in maritime policy research, marine science, development of maritime infrastructure, sea transport routes, logistics systems, and human resource training. He also called for Russia’s support in helping Vietnam manage and sustainably utilize its maritime space in a way that aligns with each country’s interests and contributes to regional and global peace, stability, and development.

In response, Patrusev affirmed that Russia values the development of its comprehensive strategic partnership with Vietnam, considering Vietnam one of its most important partners in the Asia-Pacific region.

He briefed the host on the results of productive and substantive meetings held with Vietnamese agencies and ministries during the visit, particularly in maritime cooperation, describing it as an important step in implementing the joint statement on major directions for bilateral relations in the new period of cooperation, as well as fulfilling the commitments made during General Secretary To Lam’s visit to Russia in May 2025.

He confirmed Russia’s readiness to work closely with Vietnam in developing international shipping routes and utilising the country’s deep-water ports as international logistics hubs, benefiting both countries, Southeast Asia, and the rest of the world.

Both sides also appreciated the outcomes of cooperation under the Vietnam–Russia Tropical Centre, agreeing to further enhance its effectiveness. They reached consensus on expanding bilateral collaboration in scientific research, development and application of advanced technologies and new materials, and other areas of shared interest, laying a solid foundation to elevate the bilateral relationship.

At another meeting for the Russian guest, State President Luong Cuong suggested that the Maritime Board of Russia support and promote cooperation with Vietnam in the maritime sphere, alongside traditional and pillar fields such as defence-security, energy, oil and gas, economy-trade, education-training, and transport, in accordance with the interests of both sides and for the sake of regional and global peace, stability, and development.

He highlighted the importance of maintaining peace and maritime safety in the East Sea and called on Russia to continue supporting the peaceful resolution of disputes in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

He also urged agencies, ministries, sectors, and localities of both countries to hold candid exchanges and coordinate closely to implement specific agreements, effectively realising commitments of senior leaders for the benefit of the two countries and for regional and global peace, cooperation, and development.

Both sides agreed to strengthen consultation mechanisms between specialised agencies, address difficulties and obstacles, and promote practical and effective cooperation across all fields, thereby contributing to the sustainable development of both counties. They also recognised the achievements of the Vietnam–Russia Tropical Centre and agreed to further enhance its role in scientific, technological, and human resource development cooperation programmes.
