Presidents Cuong, Putin vow stronger Vietnam-Russia partnership toward 2030
VOV.VN - Vietnamese President Luong Cuong and his Russian counterpart Vladimir Putin reaffirmed their commitment to bolstering bilateral political, economic and strategic cooperation under the Vietnam-Russia roadmap through 2030 during their meeting in Beijing on September 3.

The meeting took place as President Cuong attended events marking the 80th anniversary of the world’s victory over fascism and paid a working visit to China.
President Cuong said he was glad to meet President Putin for the first time in his capacity as Vietnam’s head of state. He underlined that the Vietnamese Party, Government, and people deeply treasure and remain grateful for the support provided by the former Soviet Union and present-day Russia during Vietnam’s struggle for independence and reunification, as well as in national construction and defence.
He conveyed Vietnam’s appreciation to President Putin and the Russian people for their congratulations and for sending an honour guard to take part in the military parade marking the 80th anniversary of National Day on September 2.
The Vietnamese State leader outlined Vietnam’s strategic development goals set for the centenaries of the Party’s founding and the country’s establishment. He affirmed that Vietnam attaches great importance to its relations with Russia, supports the country’s stable and strong development, and welcomes its constructive role in the region and the wider world. He stressed that Vietnam is ready to augment Russia–ASEAN cooperation, while expressing confidence that under President Putin’s leadership, the Russian people will achieve greater success.
To further boost bilateral ties, President Cuong said Vietnam welcomes Russian enterprises seeking investment opportunities in industrial zones, as well as cooperation in pharmaceuticals, information technology, and digital innovation.
In his response, President Putin expressed his delight at meeting President Cuong as the two countries celebrate the 75th anniversary of diplomatic relations. He affirmed that Russia highly values its traditional friendship and all-around cooperation with Vietnam, while extending congratulations to the Vietnamese Party, Government, and people on the 80th National Day.
Praising Vietnam’s achievements over 80 years of nation-building and development, the Russian leader voiced confidence that the country will continue to make great strides and make positive contributions to peace, cooperation, and development in the region and globally.
The two leaders concurred to forge political and diplomatic ties and to effectively carry out the agreements reached during President Putin’s state visit to Vietnam in June 2024 and Party General Secretary To Lam’s official visit to Russia in May 2025. They pledged to intensify exchanges and high-level meetings.
Both sides reaffirmed their commitment to step up economic and investment cooperation to match the strength of their political relations and each country’s potential. They consented to actively implement the Vietnam-Russia cooperation roadmap through 2030, expand market access for each other’s exports, and deepen co-operation in oil, gas, and energy. They also voiced support for joint ventures Vietsovpetro and Rusvietpetro, and agreed to speed up negotiations on nuclear power cooperation agreements.
The two countries will also ramp up cooperation in defence and security, the military, marine science research, cybersecurity, satellite internet governance, health care, education and training, people-to-people exchanges, transport, and tourism.
Vietnam and Russia will continue to boost closer coordination and offer mutual support at major international and regional forums, especially the United Nations and ASEAN.
