Vietnam and Japan to strengthen parliamentary diplomacy
VOV.VN - The September 25 – 30 visit to Japan by Vice Chairman of the National Assembly Tran Quang Phuong holds significant importance in reinforcing Vietnam-Japan relations, especially in parliamentary diplomacy, said Vietnamese Ambassador to Japan Pham Quang Hieu.

In an interview recently ranted to The World and Vietnam Report, the Ambassador said the visit coincides with the 52nd anniversary of diplomatic relations between the two countries and implements agreements signed by high-level leaders, including a cooperation agreement between the National Assembly of Vietnam and the Japanese Diet (Parliament) in December 2024.
The visit reaffirms Japan as a key long-term strategic partner of Vietnam and reflects the desire to deepen the Comprehensive Strategic Partnership established in 2023. Through high-level meetings, both sides will enhance political trust and effectively implement agreed commitments.
During the visit, he said, the two sides will focus on promoting cooperation between their legislative bodies, especially sharing experiences in lawmaking related to emergency response, disaster management, cybersecurity, energy security, and digital transformation in the public sector and parliament. These efforts not only strengthen ties between the two legislatures but also contribute to practical bilateral development, benefiting the people of both countries and laying a solid foundation for long-term cooperation.
According to the ambassador, bilateral relations have made remarkable progress over the past five decades, especially since the upgrade to a Comprehensive Strategic Partnership in November 2023. This relationship is built on a foundation of high political trust and comprehensive cooperation across many fields including economics, trade, investment, defence, security, culture, education, agriculture, health, labour, people-to-people exchanges, and local cooperation.
The greatest strength lies in the mutual complementarity of their economies. Vietnam, with a population over 100 million, a dynamic economy, abundant workforce, and stable political environment, is an attractive destination for Japanese investors. Conversely, Japan brings advanced technology, management experience, and high-quality investment capital that help boost Vietnam’s economic development.
Science and technology, innovation, and digital transformation have become new pillars of the bilateral relationship. Both sides closely cooperate to ensure economic, trade, and investment supply chains. High-level exchanges are regularly maintained to reinforce trust and guide sustainable relationship development.
Vietnam and Japan also cooperate effectively at international forums such as the United Nations, ASEAN+, APEC, and ASEM, helping elevate the roles of both countries regionally and globally.
Cooperation between the National Assembly of Vietnam and the Japanese Parliament plays an important role in realising the Comprehensive Strategic Partnership. Both sides need to maintain high-level visits and exchanges, as well as cooperation between specialized committees, to promote legislative experience sharing and lay a solid foundation for long-term collaboration.
A key focus, Ambassador Hieu said, is exchanging experience in lawmaking. With its developed legal system, Japan can assist Vietnam in enhancing legislative capacity and removing institutional barriers to promote socio-economic development.
Both sides also need to strengthen coordination at multilateral parliamentary forums such as the Inter-Parliamentary Union (IPU), the ASEAN Inter-Parliamentary Assembly (AIPA), and the Asia-Pacific Parliamentary Forum (APPF), thereby contributing to regional peace, security, and addressing non-traditional security challenges like climate change and cybersecurity.
In addition, the two legislative bodies should promote training programmes and human resource development that are priorities in the bilateral economic connectivity strategy. Close cooperation will help concretize the goals of the Comprehensive Strategic Partnership, bringing sustainable benefits to both peoples, he concluded.
