Vietnam and China launch first “3+3” ministerial strategic dialogue

VOV.VN - Vietnam and China launched the first ministerial-level “3+3” strategic dialogue on foreign affairs, national defence and public security in Hanoi on March 16, a new cooperation mechanism aimed at strengthening strategic coordination and political trust between the two countries.

The dialogue was co-chaired by Le Hoai Trung, Minister of Foreign Affairs; Phan Van Giang, Minister of National Defence; and Luong Tam Quang, Minister of Public Security of Vietnam.

Representing China were Wang Yi, Minister of Foreign Affairs; Dong Jun, Minister of National Defence; and Wang Xiaohong, Minister of Public Security.

At the opening session, Trung said the “3+3” strategic dialogue is the first such mechanism established by both Vietnam and China with any partner country, reflecting the special nature of bilateral relations, the high level of political trust and the strong strategic linkage between the two Parties and states.

According to the minister, the dialogue mechanism corresponds to the new level of the Vietnam–China Comprehensive Strategic Cooperative Partnership and plays an important role in implementing common understandings reached by the two countries’ senior leaders.

He said the dialogue would help strengthen cooperation among key agencies responsible for diplomacy, defence and security, thereby promoting collaboration in multiple fields and enhancing political trust while enabling the two sides to jointly address global challenges in the evolving international environment.

During the discussions, held in a friendly and open atmosphere, the ministers from both countries exchanged views on rapidly changing regional and global developments.

Both sides agreed that Vietnam–China relations have continued to develop positively in recent years in line with the orientation known as the “six major orientations” for cooperation, with increasingly comprehensive and substantive cooperation mechanisms.

The ministers also noted that in the current context, strengthening solidarity, cooperation and political trust between the two countries while balancing development and security has become increasingly important in addressing common challenges related to security and development in accordance with international law and the United Nations Charter.

The Chinese ministers congratulated Vietnam on its development achievements under the leadership of the Communist Party of Vietnam, headed by General Secretary To Lam. They side highly appreciates the future development prospects of each country, especially as Vietnam enters a new era of development and China implements its 15th Five-Year Plan.

They reaffirmed that China attaches great importance to relations with Vietnam and stands ready to work with the Vietnamese side to effectively implement high-level common understandings, strengthen exchanges of experience in Party building and governance, and safeguard each country’s security and development interests.

For their part, the Vietnamese ministers congratulated China on its achievements under the leadership of the Communist Party of China, with Party General Secretary and President Xi Jinping as its core leader.

They reiterated that Vietnam consistently regards the development of relations with China as a strategic choice, an objective necessity and a top priority in its independent, self-reliant, multilateral and diversified foreign policy. They voiced Vietnam’s support for the “One China” policy and vowed readiness to participate appropriately in China's global development, security, civilisation, and governance initiatives.

The Vietnamese side also proposed that diplomatic, defensc and public security agencies of the two countries further enhance coordination to implement high-level exchanges and expand practical cooperation in areas such as economic ties, trade, investment, strategic infrastructure and science and technology.

Both sides agreed to strengthen cooperation in defence, security and law enforcement, particularly in combating cross-border crime and cybercrime, alongside promoting collaboration in border management, immigration control and the sharing of experience in safeguarding energy, environmental, information and data security.

The ministers also pledged to enhance cooperation in United Nations peacekeeping, search and rescue operations and international humanitarian activities, as well as to strengthen coordination at regional forums with the central role of ASEAN.

Both sides stressed the importance of properly managing and better resolving maritime issues in accordance with international law in order to maintain a peaceful and stable environment for the development of both countries and the wider region.
