Vietnam and Algeria upgrade relations to a Strategic Partnership
VOV.VN - Algerian Prime Minister Sifi Ghrieb and his visiting Vietnamese counterpart Pham Minh Chinh held talks in capital Algiers on November 19, agreeing to elevate Algeria-Vietnam ties to a Strategic Partnership.
Both leaders shared their pride in the fact that the two countries once stood side by side in the fight for independence, and that this historical foundation continues to strengthen their cooperation today.
With mutual understanding and trust, both sides agreed to upgrade bilateral relations to a Strategic Partnership, creating a more comprehensive and deeper cooperation framework across multiple fields. They committed to enhancing high-level exchanges, consolidating political foundations, and expanding cooperation through existing mechanisms.
Prime Minister Chinh suggested that both sides focus on key areas such as strengthening political trust, enhancing delegation exchanges, and prioritising each other in foreign policy. He encouraged continued support for PetroVietnam (PVN) to expand its investment and stable operations in Algeria, considering it a symbol of successful cooperation.
He also suggested boosting trade and investment, expanding market access for each other’s key products, advancing digital and telecommunications cooperation, and enabling Vietnamese enterprises to engage in Algeria’s digital transformation projects.
The two sides agreed to deepen cooperation in defence, security, and cybersecurity, and participate in each other’s defence exhibitions. They also discussed agricultural development, cultural and educational exchanges, people-to-people ties, and support for the Vietnamese community in Algeria.
The establishment of specialized subcommittees on science and technology, healthcare, labour, digital transformation, and other technical fields was also proposed.
Prime Minister Chinh asked Algeria to continue supporting Vietnam in regional and international organisations, including the African Union and the Arab League.
Both sides agreed to continue coordinating and supporting each other at multilateral forums where Vietnam and Algeria are members, especially the United Nations and the Non-Aligned Movement. They pledged to work together to promote South–South cooperation, enhance the role and position of developing countries, and expand collaboration in science and technology, digital transformation, and emerging development fields.
In the spirit of international solidarity, respect for the rule of law, and adherence to the fundamental principles of the UN Charter, Prime Minister Chinh emphasised that Vietnam stands ready to join the international community’s efforts in peacekeeping.
On the East Sea issue, Prime Minister Chinh asked Algeria to support ASEAN’s position, including ensuring freedom of navigation and overflight, and respecting international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
The Algerian Prime Minister welcomed Vietnam’s proposals and affirmed Algeria’s commitment to effective cooperation.
PM Chinh also extended an invitation to PM Sifi Ghrieb to pay an official visit to Vietnam in the near future.
Following the talks, the two leaders adopted a Joint Statement on upgrading Vietnam–Algeria relations to a Strategic Partnership and witnessed the signing of six important cooperation documents, including a record of the joint economic, scientific, and technical cooperation committee meeting, a memorandum on housing and urban planning, an annex to the protocol on comprehensive debt settlement, an education cooperation agreement, a memorandum of understanding on cooperation between the Chambers of Commerce and Industry of Vietnam and Algeria, and a letter of intent to promote negotiations on a pilot preferential bilateral trade agreement.
