Timor-Leste wants to learn from Vietnam’s development model
VOV.VN - President Jose Ramos-Horta of Timor-Leste expressed his admiration for Vietnam’s development achievements and expected Vietnam to share its experience, during his meeting in Hanoi on February 25 with Party General Secretary To Lam.

Timor-Leste values and seeks to further strengthen its friendship with Vietnam, Ramos-Horta, who arrived in Hanoi for the second ASEAN Future Forum on February 25-26, told his host.
To Lam welcomed Ramos-Horta to Hanoi on his second trip after the first in August 2024, saying Vietnam has successfully achieved several development goals set by the 13th National Party Congress and is now preparing for the 14th Congress in early 2026.
He emphasized that Vietnam is entering a new era, aiming to become a developed, high-income economy by its centennial establishment by 2045.
The Party General Secretary congratulated Timor-Leste on its significant socio-economic achievements and expressed confidence that the country would soon realize its 2011-2030 Strategic Development Plan to build a democratic state with active regional and international integration.
The two leaders expressed satisfaction of the implementation of agreements from Ramos-Horta’s state visit, highlighting that two-way trade increased by 21.4% in 2024 compared to 2023 and the visa exemption agreement for diplomatic and official passport holders took effect.
In addition, Vietnamese military-run telecom group Viettel’s (Telemor) investment and business operations in Timor-Leste have positively contributed to local socio-economic development.
The two sides then agreed to increase high-level exchanges and interactions at all levels and establish new bilateral mechanisms to match their evolving cooperation needs. They vowed to leverage opportunities in key sectors such as agriculture, fisheries, food processing, seafood, telecommunications, education, oil and gas, infrastructure, aviation, energy, culture, tourism, and people-to-people exchanges.

Ramos-Horta affirmed that Timor-Leste would work closely with Vietnam to boost economic, trade, and investment ties. He also emphasized the potential for expanding cooperation in investment, finance, agriculture, and infrastructure development, including industrial zones, airports, seaports, tourism, and telecommunications. He welcomed Vietnam’s proposals for joint efforts to adapt to new global trends.
The Timor-Leste President also thanked Vietnam for its support in human resource development, food security, and poverty reduction.
Regarding regional and global issues, both sides agreed to enhance cooperation and mutual support in international and regional organizations.
General Secretary To Lam commended Timor-Leste’s commitment to becoming a full ASEAN member and reaffirmed Vietnam’s strong support for its accession.
President Ramos-Horta affirmed Timor-Leste’s full backing for Vietnam’s candidacies in multilateral organizations, including United Nations bodies.
