VOV.VN - Tran Thanh Man, Chairman of the National Assembly of Vietnam, hosted an official welcoming ceremony in Hanoi on September 28 for Vyacheslav Volodin, Chairman of the State Duma of Russia and his entourage on an official visit to Vietnam.

The visit marks the continuation of high-level exchanges since the beginning of 2025, following Russian Prime Minister Mikhail Mishustin’s official visit to Vietnam in January and Party General Secretary To Lam’s official visit to Russia in May.

The visit aims to promote the implementation of major orientations and further deepen the Comprehensive Strategic Partnership, as agreed upon by the top leaders of the two countries during President Vladimir Putin’s state visit to Vietnam in June 2024 and Party General Secretary To Lam’s official visit to Russia in May 2025.

It presents an opportunity for the leaders of the two countries to discuss bilateral cooperation issues, from economy, trade, oil and gas, and science and technology to education, culture, defence, and people-to-people exchanges.

As the supreme legislative bodies, the legislatures of both countries play an important role in creating the legal framework for bilateral cooperation as well as overseeing the implementation of high-level agreements.

As part of the visit, the two leaders co-chair the fourth meeting of the Vietnam–Russia Inter-Parliamentary Cooperation Committee.

This is the highest-level and first inter-parliamentary cooperation mechanism established between the National Assembly of Vietnam and a foreign legislative body.

The meeting will allow both sides to share legislative experience, discuss parliamentary oversight of cooperation projects, and propose solutions for their governments to address existing challenges.

The Russia–Vietnam relationship is diverse and developing in the spirit of a Comprehensive Strategic Partnership, and legislative cooperation is certain to play an important role, according to the Russian Ambassador to Vietnam Gennady Bezdetko.

This is Volodin’s third visit to Vietnam in his capacity as Chairman of the State Duma, underscoring the importance that both countries attach to parliamentary diplomacy as a pillar of their comprehensive strategic partnership, according to Vietnamese Ambassador to Russia Dang Minh Khoi.
