16th NA: institutional breakthroughs and unlocking development resources in focus
VOV.VN - Lawmakers have expressed strong expectations for institutional breakthroughs in the 16th National Assembly, with institutions seen as a key factor for development.
Upon addressing on the sidelines of the opening session on April 6, Leo Thi Lich, a deputy from Bac Ninh province, northern Vietnam, said the new term begins with 100% of deputies holding at least a university degree, reflecting improved quality. She noted that the election process demonstrated candidates’ competence, resolve and responsibility before voters, providing a basis for an effective term.
She emphasised that the first session is of particular importance, laying the groundwork for socio-economic development over the next five years. Key issues to be discussed include public investment, major national projects and social welfare. The National Assembly, as the highest organ of state power, is expected to strengthen supervision of law enforcement across economic, social and environmental fields.
Referring to Party General Secretary To Lam’s call to quickly bring Party resolutions into practice, she described it as a call to action, noting that the effectiveness of resolutions depends on their implementation.
On legislative and oversight work, she said the NA should continue to accompany the Government in socio-economic development while strengthening supervision of the implementation of resolutions and decrees. Refining the legal system and detailing regulations would help improve enforcement effectiveness and meet public expectations.
Chu Manh Hung, a first-time deputy from Tay Ninh province in southern Vietnam, highlighted institutional reform as both a foundation and a driving force for development in a new era.
He said that in the new era, achieving double-digit growth targets requires a strong legal framework, while stressing the need for officials to take responsibility. He also underlined the importance of stronger decentralisation and delegation of authority from the central level to enable localities to take more initiative and flexibility.
At the session, the NA will spend two and a half days on personnel work, including the election and approval of key state positions.
Hoang Thi Thanh Thuy, deputy head of the Tay Ninh delegation, said it is essential to select capable leaders to lead the country through a term with new demands and challenges.
She said preparations for personnel work had been carefully made, with streamlined procedures while ensuring quality. In addition to personnel matters, the session will also discuss socio-economic development, institutional reform, amendments to laws and medium-term public investment.
Commenting on the Party General Secretary’s remarks, she said the high expectations placed on deputies require greater responsibility and stronger capacity for oversight and debate to meet voters’ expectations.
She also proposed increasing resources at the grassroots level to support decentralisation under the two-tier local government model, enabling officials to better carry out assigned responsibilities.
