He emphasizes that hosting the signing ceremony of the Hanoi Convention is not only an honour for Vietnam but also reflects the country’s commitment and responsibility to the international community in fostering a safe and sustainable cyberspace.

Meanwhile, United Nations Secretary-General Antonio Guterres says that the successful signing of the Convention marks an important milestone in the joint journey toward a safer digital world. He stresses that the true strength of the Convention lies in turning signatures into concrete actions, adding that it is the responsibility of member states to translate today’s commitments into reality and work together to build a secure cyberspace for all.

The Hanoi Convention was initiated in 2019 to meet the urgent need for a comprehensive legal framework addressing non-traditional security challenges, climate change, and sustainable development. After five years of negotiations, the document was adopted by the United Nations General Assembly on December 24, 2024.

The Convention consists of nine chapters with 71 articles, providing a comprehensive approach to the prevention and combat of global cybercrime, while ensuring full respect for human rights principles.
