The delegation comprises of State President Nguyen Xuan Phuc, along with Vo Van Thuong, permanent member of the Party Central Committee's Secretariat, Tran Thanh Man, president of the Vietnam Fatherland Front Central Committee, and many other senior Party and State officials.

Party and State leaders come together to pay tribute to President Ho Chi Minh. On September 2, 1945, at Hanoi’s Ba Dinh Square, President Ho Chi Minh read the Declaration of Independence to declare the birth of the Democratic Republic of Vietnam, now known as the Socialist Republic of Vietnam.
