The delegation’s wreath bears the inscription “Forever grateful to the great President Ho Chi Minh. Those attending the memorial ceremony include Party General Secretary To Lam; former Party General Secretary Nong Duc Manh; State President Luong Cuong; former State President Truong Tan Sang; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; former National Assembly chairpersons Nguyen Van An and Nguyen Thi Kim Ngan; Politburo member and Standing Member of the Party Central Secretariat Tran Cam Tu; other Politburo members and Party Central Committee secretaries; and representatives of National Assembly deputies from different terms.

The precursor of the National Assembly of the Socialist Republic of Vietnam was the Tan Trao National Congress in Tan Trao. Based on the decisions adopted by the Congress, the Vietnamese people successfully carried out the August Revolution, and subsequently, on January 6, 1946, held a nationwide General Election to elect the National Assembly of the Democratic Republic of Vietnam, marking a brilliant milestone in the nation’s history. The victory of the first General Election opened prospects for a new period of the Democratic Republic of Vietnam, with a unified National Assembly and Government, and a system of state authority endowed with full legal legitimacy to represent the people in both domestic and external affairs.
