Vietnam seeks Intel’s support in developing semiconductors, AI ecosystem
VOV.VN - Deputy Minister of Finance Cao Anh Tuan discussed the possibility of cooperation between Vietnam and Intel in developing the semiconductors and Artificial Intelligence ecosystem during his meeting with Sarah Kemp, vice president of International Government Affairs for Intel on May 13.

Tuan, who was in Maryland for the 2025 SelectUSA Investment Summit, acknowledged Intel’s pioneering role in collaborating with the Vietnam National Innovation Centre (NIC) on initiatives such as “AI for All,” which aims to popularise AI knowledge and has helped train over 10,000 high-quality professionals in semiconductors and AI. In addition, he said, Intel also supports the “AI for the Public Sector” program, which plays a vital role in Vietnam’s e-government development strategy.
He encouraged Intel to explore Vietnam’s incentive policies to consider establishing a research and development (R&D) centre, particularly at the Hoa Lac High-Tech Park, aiming to build Intel’s core technology hub for Asia in Vietnam.
He also affirmed that key sectors such as semiconductors and Ai are identified as core drivers of growth for both Vietnam and the US over the next decade, contributing to more balanced trade and investment relations between the two countries.
Kemp, for her part, praised Vietnam’s timely and effective responses to recent US reciprocal tariffs at both the government-to-government and government-to-business levels. She also commended Vietnam’s long-standing commitment to high-tech investors, citing special incentives for high-tech industries introduced as early as 2006.
She appreciated the Ministry of Finance’s respectful and serious consideration of Intel’s policy recommendations to support Intel’s long-term expansion in Vietnam.
Intel Products Vietnam (IPV) is currently the tech giant’s largest chip assembly and testing facility globally, that accounts for over 50% of Intel’s worldwide chip testing output, and contributes more than US$90 billion in export value since 2010.
Also on May 13, Deputy Minister Tuan met Molly Montgomery, director of Public Policy at Meta. During the meeting, Montgomery affirmed that Vietnam is a key market for Meta, citing the fact that more manufacturing facilities are relocating to Vietnam as global supply chains shift.
Tuan was leading a delegation of more than 100 Vietnamese businesses to the SelectUSA Investment Summit 2025 in Maryland from May 11 to 14, in an attempt to expand cooperation and explore investment opportunities in the United States.
