Vietnam, Laos boost strategic cooperation through SOE reform experience

VOV.VN - Prime Minister Pham Minh Chinh has praised the results of bilateral cooperation across multiple areas, particularly the exchange of experience on state-owned enterprise (SOE) reform, a strategic area vital to sustainable economic development in both countries, and emphasized its positive contribution to strengthening the special solidarity and comprehensive cooperation between Vietnam and Laos.

At the meeting, Prime Minister Pham Minh Chinh warmly welcomed Deputy Prime Minister Saleumxay Kommasith and his delegation to Vietnam, emphasizing that the visit and working sessions vividly reflect the special, close, and uniquely trusted relationship between the two countries.

He warmly congratulated Laos on its major achievements in maintaining political and social stability, national defence and security, and economic development, affirming that Vietnam always values and prioritizes the great Vietnam–Laos relationship.

The Vietnamese Government leader expressed his pleasure at the positive and comprehensive development of cooperation between the two countries in a multitude of fields, and respectfully conveyed greetings from Party General Secretary To Lam, State President Luong Cuong, and National Assembly Chairman Tran Thanh Man to senior Lao leaders.

During the reception, PM Pham Minh Chinh shared Vietnam’s experience in reforming and restructuring state-owned enterprises in recent years, covering portfolio restructuring, equitization, divestment, and improvement of institutional and policy frameworks to enhance operational efficiency. He underscored that Vietnam considers SOEs as one of the key pillars of the economy while implementing strong reforms to ensure their effective, transparent, and market-compliant operations, preventing corruption and negative phenomena.

He also shared experience in modern corporate governance, empowering SOEs, applying information technology and digital transformation in management and operations, and promoting innovation to enhance competitiveness, particularly leveraging human resources to ensure the success of SOEs.

Vietnam is ready to exchange experience on SOE reform and restructuring, provide legal and regulatory frameworks, management procedures, capital mobilization methods, and investment management practices. He suggested that both sides establish a regular exchange mechanism between competent agencies, particularly for sharing practical experience at Vietnam’s corporations and state-owned groups, to provide comprehensive and insightful perspectives adaptable to Laos’ context, Chinh told his guest.

For his part, Deputy PM Saleumxay Kommasith sincerely thanked the Vietnamese cabinet leader for receiving the delegation and extending warm hospitality, while conveying greetings from Lao Prime Minister Sonexay Siphandone to senior Vietnamese leaders.

He expresse high appreciation for Vietnam’s valuable and sincere assistance to Laos during its national liberation struggle in the past, as well as in the current process of safeguarding and developing the country. Saleumxay Kommasith was appreciative of Vietnam’s SOE reform experience and operational models as precious lessons and stressed that, in building an independent and self-reliant economy, Laos will closely cooperate and hopes to learn valuable lessons from Vietnam, especially in state-owned enterprise management, development, and governance models towards establishing an efficiently and sustainably operated Lao economy.
