Vietnam active in contributing initiatives to ASOSAI

VOV.VN - As Chair of the Asian Organisation of Supreme Audit Institutions (ASOSAI), the State Audit Office of Vietnam (SAV) has strived to be involved in closer co-ordination with other members of the ASOSAI executive board in order to carry out initiatives aimed at developing ASOSAI moving forward.

Following the success of the 14th Congress of ASOSAI in 2018, during which the SAV was elected as ASOSAI Chair for the 2018 to 2021 tenure, the SAV devised a plan of action to perform tasks as ASOSAI Chair. A secretariat was therefore set up in order to assist with the work.

The SAV also held discussions with the ASOSAI Secretary General (the National State Audit of China) regarding a close co-operation mechanism between the Chair and the Secretary General of ASOSAI, this was to work towards the goal of effectively handling the affairs of the organisation. The discussions also underlined the importance and the ways in which to implement the ASOSAI’s strategic plans for the 2019 to 2021 period along with the Hanoi Declaration.

One of the activities prioritised by the SAV was communication work, with the office coming up with a scheme aimed at popularising the role, the responsibility, and position of the SAV in and outside the country as Chair of ASOSAI in the 2018 to 2021 tenure.

The SAV also launched a website of the ASOSAI Chair, providing official information regarding the activities of the Chair.

Fully aware of the importance of human resources in performing the task, the SAV created and carried out a plan aimed at training staff members. In addition to holding training courses nationwide, the SAV also sent many staff members to attend training courses abroad as part of the framework of the ASOSAI’s capacity building programme.

Most notably, 2019 marked the first year during the SAV’s tenure as Chair of ASOSAI that the office was able to meet all of the year’s targets with regard to its plan of action.

The SAV therefore proved itself as an active member in multi-lateral and international forums, particularly the ASOSAI. It also successfully organised the 55th meeting of the ASOSAI Governing Board via an online platform in July.

Furthermore, the office co-ordinated in an effective manner with the ASOSAI Secretary General, the Chair of the Task Force on ASOSAI Strategic Plan Management - SPTF, the Chairman of the ASOSAI Working Group on Environmental Auditing – ASOSAI WGEA, and other ASOSAI members. This was done in an effort to successfully implement the ASOSAI Strategic Plan in 2020, along with initiatives to implement the Hanoi Declaration.

The SAV’s initiative to set up a special committee, one responsible for studying the establishment of ASOSAI’s working group to carry out sustainable development goals of the state audits, was part of the pioneer recommendation in the INTOSAI.

A documentary titled “ASOSAI for sustainable development”, is set to be screened at the 15th Assembly of ASOSAI in Thailand next year, with the idea receiving enthusiastic support from members of the ASOSAI’s Governing Board. The film is designed to popularise and acknowledge ASOSAI’s contributions to promoting and meeting sustainable development goals in line with the Hanoi Declaration.

Originally, the SAV became a member of ASOSAI in 1997. During the first period of its membership, the SAV mainly sent auditors to attend training courses and workshops sponsored by ASOSAI in order to strengthen professional capacity. Since 2010, the office has undertaken an increasingly key role in professional activities of the organisation.
