US raises anti-dumping duties on Vietnamese pangasius in POR21 final ruling
VOV.VN - The US Department of Commerce (DOC) has released the final results of its 21st administrative review (POR21) of anti-dumping duties on frozen Vietnamese pangasius, with duty rates for all mandatory respondents rising sharply from the preliminary results.
The review covers the period from August 1, 2023, through July 31, 2024, under the anti-dumping duty order on frozen Vietnamese pangasius.
The outcome is unfavourable for Vietnam’s pangasius industry, particularly as the cost of accessing the US market continues to rise.
Specifically, duty rates assigned to the companies covered by the review all increased significantly from the preliminary results released in February 2026, creating additional pressure for Vietnamese pangasius exports to the US market.
Bien Dong Seafood Co., Ltd.'s rate increased from US$0.29 to US$1.00 per kilogram, or nearly 245%. NTSF Seafoods JSC's rate rose from US$0.07 to US$0.38 per kilogram, an increase of more than 440%.
For the two companies receiving a separate rate without being individually examined, Caseamex and Navico, the rate increased from US$0.23 to US$0.84 per kilogram, equivalent to an increase of around 265%.
The change is even more pronounced when compared with POR20. In the final POR20 results, Bien Dong received a duty rate of US$0 per kilogram. Six companies granted separate rates—Caseamex, Dai Thanh, Dong A, HungCa 6, Navico and NTSF—also received a US$0-per-kilogram rate.
Thus, following an exceptionally favourable review in which the applicable duty rates were zero, POR21 marks a significant reversal.
Two companies, Caseamex and Navico, are subject to a separate rate of US$0.84 per kilogram.
In addition to the two mandatory respondents, the DOC determined that Can Tho Import Export Seafood JSC (Caseamex) and Nam Viet Corporation (Navico) qualified for separate-rate treatment in POR21 but were not selected for individual examination.
Under the DOC’s methodology, the rate applicable to companies not individually investigated is calculated based on the weighted average of the rates assigned to the two mandatory respondents, Bien Dong and NTSF, using publicly available US sales values reported within ranges. As a result, Caseamex and Navico received a final rate of US$0.84 per kilogram.
That represents a substantial increase from the US$0-per-kilogram rate the two companies received in POR20.
The DOC did not change Vietnam’s countrywide duty rate, which remains at US$2.39 per kilogram.
The sharp increase from the preliminary results came after the DOC revised certain aspects of its calculations following consideration of comments and arguments submitted by the parties involved.
Changes to the underlying data and calculation methodology after the preliminary stage resulted in substantially higher final margins.
However, determining precisely which factors contributed to the increase for each company would require a detailed review of the DOC's Issues and Decision Memorandum and calculation disclosure.
