US considers anti-dumping probe into plywood imports from Vietnam

VOV.VN - The US Department of Commerce (DOC) has received a petition requesting anti-dumping and countervailing duty investigations into imports of hardwood and decorative plywood products from three countries, including Vietnam.

Similar products imported from China and Indonesia are also likely to be subject to such investigations.

Over 130 Vietnamese companies are named in the petition, including major firms such as Khang Dat Wood Co., Ltd., Trieu Thai Son Co., Ltd., and Thai Hoang Construction and Trading JSC.

The products under investigation mainly fall under HS codes 4412 and 9403. The period of investigation for anti-dumping and countervailing duty is the year 2024, while the injury investigation period spans from 2022 to 2024.

According to the petitioner, citing data from the US International Trade Commission (ITC), Vietnam’s plywood exports to the US were valued at approximately US$401 million in 2022, dropping to US$186 million in 2023, and rebounding to US$244 million in 2024, ranking second among the countries under investigation, after Indonesia.

The alleged dumping margins for Vietnam range from 112.33% to 133.72%, the lowest among the three countries. As Vietnam is classified as a non-market economy, the DOC may use Indonesia as a surrogate country to calculate dumping margins.

The DOC is expected to decide whether to initiate the investigations within 20 to 40 days from the petition’s filing date, which means by June 11, 2025, at the latest. If the case is initiated, the ITC will have 45 days to issue a preliminary determination on injury. If the ITC finds no injury, the case will be terminated.

According to the Vietnam Timber and Forest Products Association (Viforest), Vietnam's export turnover of timber and wood products last year reached US$15.89 billion.

From the beginning of the year to May 15, 2025, its export earnings of these products hit US$6 billion, up 8.2% against the same period last year.  The wood industry aims to fulfill a US$18 billion export target this year.
