The products under investigation include coated or plated flat-rolled carbon steel classified under HS codes 7210 70, 7210 90 and 7212 40 under Ukraine's tariff system.

Certain tin-coated steel products used in food packaging are excluded from the scope of the investigation.

The investigation is being conducted by Ukraine's Ministry of Economy, Environment and Agriculture, while final decisions will be made by the country's Interdepartmental Commission on International Trade. The initiation notice was officially published on May 26.

According to the notice, Ukrainian producers MODULE-UKRAINE LLC and POLISTIL LLC alleged that imports from the four countries increased 4.5-fold between 2022 and 2024. The companies also claimed that average import prices had declined since 2023 and remained significantly below the prices of comparable domestic products, hindering price increases in the domestic market.

The complainants further argued that the countries concerned have significant export potential.

TRAV has urged industry associations to notify member companies exporting the products concerned to Ukraine and encouraged affected exporters to cooperate with and participate in the investigation.

The agency also advised businesses to review exports of the products concerned to determine whether they may be affected by the case.

For products that may qualify for exclusion from the investigation, exporters were advised to retain technical documents, quality certificates and manufacturers' records to support any claims if required.

Australia launches anti-dumping probe into Vietnamese steel
