The Mong Cai-Dongxing border gate is a major trade gateway linking ASEAN member states with the Chinese market. As international integration deepens and cross-border flows of people, vehicles and goods continue to rise, the need to raise clearance capacity, modernise border management and ensure safe, smooth operations has become increasingly pressing.

Speaking at the ceremony, Vu Van Dien, Vice Chairman of the Quang Ninh Provincial People’s Committee, said the sustainable foundation of the cooperation lies in mechanisms for data sharing and information connectivity. Based on mutual respect and political trust, Quang Ninh Province and the Guangxi Zhuang Autonomous Region have agreed to jointly study and gradually implement a model for sharing entry-exit and import-export data through a modern digital platform, in line with the laws of each side and with full regard for national sovereignty, security and information safety.

The development of a smart border gate, Dien said, is not simply a matter of technical infrastructure investment, but a fundamental shift in thinking and border management practices, moving from traditional methods to a modern, digital-based approach grounded in close coordination and mutual trust.

Both sides have consented to apply advanced technologies such as artificial intelligence, big data, the Internet of Things and 5G networks in the management and operation of border gate activities.

Under the plan, the smart border gate model will be carried out at Bac Luan Bridge I for entry-exit control of people, and at Bac Luan Bridge II for the control of vehicles and import-export goods. The model is intended to ease cross-border movement while providing modern management tools to support inspection and control by relevant functional forces at the border.

The Mong Cai-Dongxing smart border gate project will be implemented in two phases, with the first phase scheduled to begin in 2026 and the second phase to run from 2027 to 2030.

During the pilot period, the smart border gate model will operate within a closed and separate scope and apply to selected categories of goods, while traditional cargo handover methods will continue in parallel. Pilot goods include agricultural products, frozen seafood, electronic products and electronic components from both sides.

The project is expected to ease cross-border circulation, improve management efficiency, and bring practical benefits to residents, businesses and functional agencies of both Vietnam and China.
