MoU inked to boost Hanoi investment promotion
VOV.VN - The Hanoi Department of Finance and the Vietnam’s Association of Foreign Invested Enterprises (VAFIE) signed a Memorandum of Understanding (MoU) on September 18, paving the way for joint efforts to attract investment in the capital between 2025 and 2030.

The partnership is designed to enhance cooperation between local authorities, industry experts, and foreign businesses in order to improve the investment climate, strengthen Hanoi’s competitiveness, and draw in more international capital.
Under the MoU, the two sides will draft a comprehensive investment promotion strategy for 2026–2030, conduct research and policy studies, identify priority foreign markets, and develop concrete plans to support investors.
VAFIE will also serve as a bridge between the business community and city authorities, gathering expert insights and socio-economic proposals to submit to the municipal administration.
Hanoi and VAFIE will co-host investment promotion events, business forums, and thematic seminars to connect policymakers, experts, and domestic and international investors. They will also coordinate in welcoming investor delegations and work alongside the Hanoi People’s Committee to organise major investment events both in Vietnam and abroad starting in 2026.
Speaking at the signing ceremony, VAFIE Chairman Dr. Nguyen Anh Tuan underscored the importance of the collaboration, noting that it would help Hanoi tap into the expertise of international organizations, global investors, and the Association’s member network.
“Hanoi will benefit not only from its internal strengths but also from the global partnerships forged through this initiative,” Dr. Tuan said, adding that closer cooperation could also drive improvements in legal and regulatory frameworks, a key priority for investors.
He further highlighted Hanoi’s visible progress in infrastructure, water and sanitation systems, and administrative transparency, all of which play an increasingly vital role in attracting foreign capital.
