Hanoi targets 11% annual GRDP growth for 2026-2030

VOV.VN - Hanoi, Vietnam’s capital, has set a target of average gross regional domestic product (GRDP) growth of 11% a year for 2026-2030 after recording positive results in the 2021-2025 period.

According to the agenda of the first session of the 17th-tenure Hanoi People’s Council on March 28, the Hanoi People’s Committee will report on the implementation of the socio-economic development plan for 2021-2025 and directions for 2026-2030.

The report says the capital’s economy recorded positive results in 2021-2025 despite post-pandemic challenges. GRDP growth reached 8.16% in 2025, exceeding the plan and higher than the previous year, while average growth for the period was about 6.6% per year. State budget revenue rose strongly, reaching more than VND711 trillion in 2025, the highest nationwide, affirming Hanoi’s role as the country’s economic driver.

Trade and international integration showed clear recovery. Total import-export turnover in 2025 hit about US$68 billion, up 11.6%, with exports rising 8.4%. Tourism rebounded, with 33.7 million visitors, including 7.8 million international arrivals. Foreign investment reached more than US$11.3 billion over the period, demonstrating the continued attractiveness of the investment environment.

The number of newly established and resumed businesses increased, bringing the total to more than 867,000 registered enterprises. The financial and credit system remained stable, with both capital mobilisation and credit outstanding growing. Public investment disbursement reached the highest level on record, showing efforts to remove bottlenecks and boost growth.

In the social sector, Hanoi maintained its leading position in education, with strong results in national student competitions. Healthcare improved as digital transformation was stepped up. Cultural and arts activities were held on a large scale, attracting residents and visitors. Social welfare was ensured, national defence and security were maintained, and external relations expanded.

The city also acknowledged limitations, including growth not yet matching its potential, incomplete urban infrastructure, persistent environmental pollution, and science, technology and innovation not yet becoming a main driver. Some economic targets were not met.

For 2026-2030, Hanoi aims for fast and sustainable development, becoming a cultured, civilised, modern and happy city, while maintaining its role as a major national centre for economy, culture, education, science and innovation, and gradually connecting globally. The city targets average GRDP growth of 11% per year, per capita GRDP of about US$12,000, a digital economy accounting for 40% of GRDP, and an urbanisation rate of 65-70%.

To achieve these goals, Hanoi identified three strategic pillars: institutions, planning and growth model reform, with a focus on improving specific policy mechanisms, developing new economic sectors such as the digital, green and circular economy, and promoting high-tech industries, particularly in artificial intelligence, semiconductors and big data.

The city will also focus on building synchronised and modern infrastructure, developing smart and green urban areas, strengthening regional connectivity, improving the environment and raising living standards.

Total social investment for the period is estimated at about VND5 million billion, with the private sector as the main driver, together with resources from the state and foreign investment.

With clear direction and coordinated measures, Hanoi is expected to continue to make breakthroughs and affirm its role as the country’s leading development driver in the coming period.
