Government urges acceleration of key energy projects

VOV.VN - Deputy Prime Minister Bui Thanh Son, while chairing a meeting in Hanoi on October 2, underlined the urgent need to accelerate the progress of energy projects to meet the country’s development goals and ensure national energy security in the coming years.

According to the Deputy Prime Minister, in order to achieve a GDP growth rate of over 8% in 2025 and maintain double-digit growth in the following years, the electricity sector must grow at a rate 1.5 times higher than GDP growth, equivalent to around 8,000 MW per year. This is a significant requirement to support high-tech industries, semiconductor manufacturing, digital transformation, and the construction of national data centres.

He called on ministries, sectors, and localities to proactively resolve difficulties and obstacles within their jurisdiction to avoid prolonged delays. Land clearance must be completed on schedule, especially for projects related to the power grid capacity release for Nhon Trach 3 and 4 power plants and the Tri An Hydropower Plant expansion.

He also urged localities to complete site clearance and hand over land for power projects by November 2025, and to strengthen human resources with sufficient experience in compensation and land clearance, particularly in Dong Nai province. If necessary, special working groups should be established to definitively resolve lingering issues.

Regarding the selection of investors for power projects without developers, such as gas power projects in Nghi Sơn, Ca Na, and Quynh Lap, the Deputy Prime Minister requested completion within the fourth quarter of 2025. For projects that already have investors, provincial governments must direct the preparation of detailed implementation plans with clear timelines and report to the Ministry of Industry and Trade for monitoring and oversight.

The Deputy Prime Minister assigned the Ministry of Industry and Trade to urgently complete the reorganisation of the Steering Committee for Key Energy Projects and its working regulations by October 2025. The Ministry must also review and supplement power projects under the revised Power Development Plan VIII into the list of national key energy projects, especially those ensuring electricity supply to northern Vietnam during 2026–2030.

In addition, the Ministry is tasked with compiling and incorporating feedback from government members to finalise the Action Program for implementing Resolution 70-NQ/TW on energy security. The Ministry must also study and propose mechanisms to strictly handle investors who register to develop energy projects but delay or fail to implement them, thereby affecting national energy security.

The Deputy Prime Minister also proposed establishing a working group to coordinate with ExxonMobil to agree on an implementation plan for the Blue Whale gas field development project, with a deadline of October 2025. Major corporations such as Electricity of Vietnam Group (EVN) and Vietnam National Industry - Energy Group (PVN) were instructed to aggressively implement assigned projects with clear and expedited schedules, while strictly adhering to safety and quality standards throughout the execution process.

According to a report by the Ministry of Industry and Trade, from the beginning of 2025 until now, the energy sector has completed and put into operation four projects, including a national grid connection project for Con Dao Island. It is preparing for commercial operation of several other power plants such as Nhon Trach 3 and 4 in 2025.

Since its establishment, the Steering Committee has monitored a total of 58 projects, with 12 significant projects completed. While many key and urgent projects have seen positive progress, the Deputy Prime Minister noted that some tasks remain slow or stagnant. In particular, land clearance work and investor selection for LNG power projects are behind schedule.

The government required all relevant agencies to coordinate closely, enhance responsibility, and promptly resolve existing obstacles to ensure timely and quality implementation of projects, serving the country’s socio-economic development and energy security needs.
