Binh Duong to promote IT application in administrative reform
VOV.VN - Binh Duong has found many good ways to strengthen the administration and reform administrative procedures.
Binh Duong has ranked 4th among Vietnam's 63 provinces and cities in terms of IT application in state agencies. On the provincial competitiveness index (PCI), Binh Duong jumped from 14th place in 2017 to 6th place in 2018. Binh Duong rose to the top of the Southeast region because agencies in the province worked hard to deploy and apply IT solutions.
As part of IT administrative reform activities, Binh Duong has deployed electronic one-stop software and online public services. 300 level 3 and 4 public services are now deployed online.
Mr. Truong Cong Huy, Director of the Binh Duong Public Administration Center, said “Initial survey results show that 97% of administrative procedures were completed in a timely fashion. 96% of people and businesses said they were satisfied with service. We will continue to improve to increase the level of satisfaction.”
The application of IT has already had outstanding results. Registering a new enterprise takes only 2 working days. 98% of business registrations are done online; procedures for obtaining investment registration certificates have been simplified; 100% of tax returns are processed by computer; procedures for granting certificates of land use rights have been streamlined.
The People's Committee of Binh Duong province has directed departments, branches, and district-level People's Committees to put 30% of level 3 public services online by the end of 2020; 100% of administrative procedures are processed through the province’s electronic one-stop shop.
Mr. Mai Hung Dung, Chairman of the Binh Duong Provincial People's Committee, said “The province's public administrative center contributes greatly to the businesses’s assessment on the province's public services. Ranking is important, but not as important as the PCI rating in determining what reforms are still needed.”
Applying IT in customs procedures creates favorable conditions for businesses, and reduces smuggling and trade fraud. It also boosts the competitiveness of the province and improves its business environment. The flexibility and creativity of Binh Duong province has benefited the people and made the province more attractive to new businesses.
Mr. Tran Huu Khang of the Nippon Vietnam Co., Ltd, said “To use this public service program, we have to go once. This reduced our travel and man hour expenses and freed up time for other tasks.”
