Australia clears Vietnamese hot-rolled rebar in anti-dumping probe

VOV.VN - Australia has officially decided not to impose anti-dumping duties on hot-rolled concrete reinforcing steel originating from Vietnam.

The Trade Remedies Authority of Vietnam (TRAV) under the Ministry of Industry and Trade said the Australian Anti-Dumping Commission (ADC) recently issued a notice terminating part of its anti-dumping investigation into hot-rolled rebar imported from Indonesia, Thailand, Malaysia, Turkey and Vietnam.

The investigation was initiated on September 24, 2024, following an application filed by Infrabuild NSW Pty Limited. Based on the investigation findings, a review of the case file and submissions from relevant parties, the ADC decided to terminate the investigation with respect to certain exporters from the countries concerned, including Vietnam.

Specifically, one Vietnamese exporter was found to have engaged in dumping; however, the dumping margin was determined to be below 2% of the weighted average export price, a level considered de minimis under Australian law. On that basis, the ADC decided to terminate the investigation with respect to this exporter.

The ADC’s decision and its underlying factual and legal grounds were detailed in Termination Report No. 655, which has been published on the commission’s public record.

The TRAV noted that although the investigation has been terminated for certain exporters, the anti-dumping probe into hot-rolled rebar from the countries under investigation continues for other exporters and jurisdictions within the scope of the case.

Under Australian regulations, the applicant, Infrabuild, retains the right to seek a review of the termination decision by filing an application with the Anti-Dumping Review Panel within 30 days from the date of the notice.

Despite the termination decision covering one Vietnamese exporter, which is also the largest exporter of the product under investigation during the review period, the TRAV advised close monitoring of subsequent developments, particularly in the event that the applicant requests a review of the ADC’s decision.

Vietnamese steel producers and exporters concerned were also urged to closely monitor the remaining stages of the investigation, proactively cooperate and provide full information when requested, and maintain close coordination with the TRAV if  new developments emerge.

The TRAV it will continue to closely monitor the case and promptly update the business community.
