Public administration reform requested to speed up

(VOV) -Prime Minister Nguyen Tan Dung has issued a directive asking all ministries, sectors and localities to boost the implementation of the Public Administration Reform (PAR) Master Program for 2011-2020.

The Heads of State administration agencies at all levels are required to take responsibility for ensuring the effective implementation of the program as well as clarifying the gained results.

Annual results from ministries and relevant agencies, Governmental agencies and the People’s Committees at all levels will serve as an important foundation to evaluate the performance, leadership and management capacity as well as responsibilities of their heads.

The Prime Minister has also assigned the Ministry of Home Affairs to publicise the PAR Index recorded from ministries and relevant agencies, Governmental agencies and the People’s Committees at all levels in 2012 within the third quarter this year. Regular publicity of the PAR Index will be required to come out in the second quarter every year afterwards.

Accordingly, the Ministry of Home Affairs will report to the Government’s meeting in September this year about results of a master review on positions, functions, missions, rights, organizational structure and permanent employment of agencies and organizations from central to grassroots levels by December 31, 2012 along with analysis, comparison and evaluation on the changes made since 2001 and recommendations on solutions to the arising problems.

In the directive, the Prime Minister has also asked for the simplification and transparency in administrative procedures at all sectors and fields following the Government’s regulations.

He also called for the effective implementation of the one-door policies to ease the burden on people when dealing with administrative procedures.

The Government Office was asked to quickly connect with e-portals of ministries and relevant agencies, Governmental agencies and the People’s Committees at all levels to work out an online public administration network, together with a network to manage database, templates and reports to serve the Government and the Prime Minister. The networks are required to be completed within the fourth quarter of this year.
