Politburo issues conclusion on pilot models in political system
The Politburo of the Communist Party of Vietnam has decided to implement several pilot models in the political system in line with the 12th Party Central Committee’s Resolution 18-NQ/TW dated October 25, 2017 on continuing to renovate the political system for more streamlined and effective apparatus.
Under the Politburo’s conclusion issued recently, localities with suitable conditions will pilot the model of one person concurrently holding the top positions of both the advisory/ assistant body of Party committee at provincial/district level and professional/advisory body with similar functions and tasks of the People’s Committee at the same level.
The standing boards of provincial and district Party Committees will select the specific divisions for piloting the model.
Regarding the pilot merger between advisory/ assistant bodies of Party committees and professional/advisory bodies with similar functions and tasks of People’s Committees at provincial and district levels in localities with suitable conditions, the Politburo assigns the standing boards of the Party Committees of provinces and centrally-run cities to carry out the task. The standing board should also nominate the head of the new body after merging for election to the People’s Committee by the People’s Council and for official appointment by the Chairman of the People’s Committee in accordance with the Law on Organisation of Local Administrations.
In the case of merging a Party inspection commission and an inspectorate agency, the process should start with the election and appointment of inspector in line with the Party’s rules, followed by the State procedures on election and appointment.
On the model of heads of the Party Committee’s mobilization commissions concurrently holding the chairmanship of the Vietnam Fatherland Front’s committees at the same levels, the Politburo assigns the standing boards of Party Committees of provinces and centrally-run cities to pilot the model at district level.
For the reshuffle of the Party organisation of business bloc in a province, the Politburo requires the standing boards of Party Committees of provinces and centrally-run cities to choose one of the three options based on the specific conditions of the locality. One option is to end the operation of the Party organisation of the province’s business bloc, another is to merge it with the Party organisation of the bloc of provincial agencies, and the third one is to streamline its executive committee.
The Politburo also assigns the standing boards of Party Committees of provinces and centrally-run cities to take the initiative in carrying out the pilot merger of professional departments under provincial/district People’s Committees, basing on the specific local situation.
The pilot merger of the offices of the National Assembly deputies’ delegation, the People’s Council and People’s Committee at provincial level into a single one will be carried out in localities with suitable conditions.
