Party to create breakthroughs in high-level resources

VOV.VN - A project on building a contingent of cadres, particularly strategic cadres, who are capable, ethical, and charismatic, was discussed at the 7th plenum of the 12th Party Central Committee (PCC).

The project initiated by the PCC’s Organization Commission spells out that Vietnam will complete a strategy on nurturing talents for national development. 

Vietnam has 610 strategic cadres, who are key leaders of Party and State agencies, provinces, and centrally-administered cities, as well as policy makers affiliated with the Party Politburo and Secretariat.

Awareness of human resource development

After 20 years of implementing a Party resolution on cadre strategy during strengthened industrialization and modernization, there emerges a growing need to build a contingent of capable, charismatic, and ethical cadres to develop Vietnam.

Do Thi Hoang, Vice Secretary of the Quang Ninh provincial Party Committee, raised the issue of cadre rotation that “I recommend that the Party Central Committee only rotate the highest-level cadres, not the deputy-level cadres, of provinces, districts, and communes. The more frequently leaders are deployed to other localities, the more special interests are curbed.”

The Resolution of the 12th Party Central Committee’s 6th plenum points out the need to raise awareness on personnel work and to continue reform of cadre training and rotation.

Ngo Thi Thanh Hang, Vice Secretary of the Hanoi Party Committee, suggested further decentralization in recruiting state employees that “The Party Resolution calls for strengthened delegation of power in recruiting state employees at local levels to match each locality’s needs. The more power we delegate, the more responsible the localities are.”

Personnel work breakthrough

At the meeting of the Party Central Committee, Head of the Organization Commission Pham Minh Chinh said the project focuses on two breakthroughs: recruiting or appointing talents and controlling or replacing cadres. Authorized agencies are required to follow standards for evaluating personnel, tighten discipline, and motivate creativity.

Phan Thanh Binh, Chair of the National Assembly’s Committee for Culture, Education, Youth, Adolescents, and Children, said, “We need to look at all management positions from a professional point of view.  Politics should be professional. If you do a good job, you should be rewarded and promoted. If you do something wrong, you should be dealt with in accordance with the law. It’s about discipline and rewards.”

The success or failure of a revolution depends on personnel. The new context is calling on the Communist Party of Vietnam to reform its contingent of cadres for national construction and development.
