Law on Irrigation under NA discussion
VOV.VN - The 14th National Assembly Standing Committee's third session on June 8 discussed amendments to the Law on Irrigation.
Lawmakers heard a report on adjustments to the draft Law on Irrigation on the basis on collected opinions presented by Chairman of the NA’s Committee for Science, Technology and Environment Phan Xuan Dung.
The State will be authorized to invest in building major irrigation works including those for which it is difficult to mobilize financing and those serve defense or security purposes or to prevent or control natural disasters.
Priority would be given to constructing reservoirs in areas at high risk of water shortages, in areas severely affected by climate change, and in disadvantaged areas of ethnic minority people.
NA debated contentious contents of the bill, focusing on the State’s principles and policies regarding irrigation activities; fundamental irrigation investigation, strategy and planning; sciences and technologies in irrigation activities; the diversification of investigations in irrigation facilities; and rights and responsibilities of organisations and individuals in irrigation work.
In the afternoon, the law-makers adopted a resolution on a law and ordinance building programme for 2018 and adjustments to the programme for 2017.
They scrutinized the separation of the work on compensation and relocation of residents from the Long Thanh international airport project as a component project.
They are scheduled to work on the supplementary assessment of the implementation of the socio-economic development plan and the State budget in 2016 and the first months of 2017 on June 9.
