Guard force law under NA discussion

VOV.VN -  A draft law on the guard force was discussed for the first time at the second session of the 14th National Assembly (NA) Standing Committee that opened in Hanoi on August 15. 

An ordinance on the guard force was issued in 2005, providing an important legal foundation for the force to fulfill its assigned tasks, helping to protect the Party, the State, national security and social order and safety, NA deputies said.

They underlined the need to make a law on the guard force to concretise relevant articles in the 2013 Constitution, noting that the law will promote the force’s security safeguarding activities and ensure human rights and citizens’ rights as stipulated in the Constitution. 

NA Vice Chairman Do Ba Ty said lawmakers agreed to upgrade the ordinance on the guard force to a law. 

As this was the first time the draft law which consists of five chapters with 29 articles came under consideration, the drafting board needs to continue working with relevant agencies to collect opinions to prepare for further discussion in the coming time, Ty said.

NA Vice Chairwoman Nguyen Thi Kim Ngan said, “The second session will review the preliminary result of the previous session, and discuss preparation for the 2nd session, We will also contribute ideas for some draft laws. NA deputies will discuss the government’s report on adjusting foreign capital plans, and use of government bonds for reclamation, and settlements from 2012-2013 of the project of Ta Trach lake.”

During the three-day session, the NA Standing Committee will also make an initial assessment of the 14th legislature’s first session in July and touch upon arrangements for the second session. 

It will also examine two draft laws on the guard force and communal police which will be appraised at the NA’s second session.
